Mr. Vuong Tan Viet (Thich Chan Quang) is not on the list of high school graduates.

On August 13, a representative of Hanoi Law University said that they had received information from the Ho Chi Minh City Department of Education and Training that Mr. Thich Chan Quang (real name Vuong Tan Viet) was not on the list of students awarded a high school diploma for the supplementary cultural course on June 6, 1989.

"In principle, when there is an official document from the management agency, the school will carry out the procedures according to the regulations of the Ministry of Education and Training. If students use fake degrees for enrollment, higher-level training and degree-granting schools will carry out the procedures according to the regulations of the Ministry of Education and Training on the management of certificates and diplomas," said a representative of Hanoi Law University.

According to the regulations of the Ministry of Education and Training on enrollment and training for bachelor, master and doctoral degrees, if a student commits fraud in preparing documents to obtain a diploma or certificate (using a fake diploma in the application), he/she will be forced to leave school. Diplomas that have been granted will be revoked and canceled according to regulations.

Clause 3, Article 21, Decree 04 of the Government issued in 2021 also clearly stipulates the handling of administrative violations in the field of education. Accordingly, "Depending on the specific behavior, users of fake diplomas may be subject to administrative sanctions for fraudulent acts in obtaining diplomas, certificates or copies of diplomas and certificates with a fine of 30 - 40 million VND".

On July 30, 2024, the Department of Education and Training of Ho Chi Minh City had a working session with the inspection team of the Government Committee for Religious Affairs - Ministry of Home Affairs to approve the letter of introduction to verify the learning process of Mr. Thich Chan Quang.

The Ho Chi Minh City Department of Education and Training coordinated with the inspection team to review all records including the list of candidates who graduated from supplementary high school and the list of names and scores of all candidates who took the exam on June 6, 1989.

At the end of the inspection process, the Department of Education and Training of Ho Chi Minh City confirmed that Mr. Thich Chan Quang (real name Vuong Tan Viet, born in 1959) was not on the list of candidates and the name and score sheet in the 1989 high school supplementary graduation exam of the Department of Education and Training of Ho Chi Minh City.

At the same time, Mr. Thich Chan Quang's name was also not on the list of people awarded high school graduation certificates for the supplementary cultural course on June 6, 1989 by the Department of Education and Training of Ho Chi Minh City.

Recently, Mr. Thich Chan Quang caused a stir when he successfully defended his doctoral thesis at Hanoi Law University in a period of 2 years and 3 months.

The representative of Hanoi Law University affirmed that the total time of doctoral training of student Vuong Tan Viet (ie Venerable Thich Chan Quang) until the decision to recognize the degree and grant the doctoral degree was 2 years and 3 months, meeting and complying with the doctoral training regulations of the Ministry of Education and Training and the decision of the school.

The Ministry of Education and Training has sent an official dispatch requesting relevant units to report on Mr. Vuong Tan Viet's learning process. However, to date, the Ministry of Education and Training has not made any announcement or information regarding the conclusion of the incident.
