The cause of the unpleasant smell in Ke Sat town (Binh Giang) is the high density spraying of pesticides.
According to a report from the Department of Natural Resources and Environment of Hai Duong province, on October 3, the Provincial People's Committee assigned this department to coordinate in inspecting and verifying information reflecting the situation in Ke Sat town and Thuc Khang commune (Binh Giang) where strange, pungent odors are emitted, causing difficulty breathing, affecting the health and daily life of people.
Previously, on September 27, the Department of Natural Resources and Environment received information from residents in Zone 3, Pham Ngu Lao Street, Ke Sat Town, reflecting on the above situation. The Department requested the People's Committee of Binh Giang District, based on its functions and tasks, to direct the Department of Natural Resources and Environment and the People's Committee of Ke Sat Town to verify and clarify the source of the emissions and take measures to handle them according to regulations. At the same time, the Department of Natural Resources and Environment assigned the Environmental Protection Department and the Department's Inspectorate to coordinate with the People's Committee of Binh Giang District to inspect and verify.
As a result, according to information from the People's Committee of Binh Giang district, through inspection and review of sources of potential odor, from September 24 to the morning of September 26, in Ke Sat town and Thuc Khang commune, people simultaneously sprayed pesticides to protect crops, including some households in Chau Khe village, Thuc Khang commune using drones to spray. On the other hand, after storm No. 3, people gathered tree branches and garbage to burn, causing a burning smell. Along with that, the changing weather caused the smell of pesticides and burning smell to spread into residential areas by the wind. This is one of the causes of unpleasant odors in residential areas.
On the evening of September 25 (when the residential area had an unpleasant odor), a working group of the People's Committee of Binh Giang district worked with Minh Phuc Green Environment Joint Stock Company (a waste treatment unit located in Ke Sat town) to survey the company's waste treatment area. At this time, the company's area did not detect any unpleasant odors like in the residential area. However, in order to isolate and determine the sources of odor-causing waste, the working group requested the company to temporarily suspend waste burning from 8:30 p.m. on September 25 to September 30.
On October 4, the Department of Natural Resources and Environment received information from the People's Committee of Binh Giang district about Minh Phuc Green Environment Joint Stock Company repairing the factory (where there is a wastewater treatment system) collapsed due to storm number 3) caused the incident of 3 wastewater tanks breaking, causing wastewater to flow into the ditch dug behind the company.
The Department of Natural Resources and Environment has assigned the Department of Environmental Protection, the Department Inspectorate to coordinate with the People's Committee of Binh Giang district to work with the company, survey the ditch area adjacent to the company and discovered that the water in the ditch was black and had an unpleasant odor, identifying this as one of the sources of odors affecting the residential area from October 3.
At the request of the working group, the company used tarpaulin to cover the entire surface of the dug ditch and collected water in the ditch for treatment.
The results of the actual survey on the evening of October 7 showed that the odor arising in the residential area no longer existed and by the afternoon of October 9, Minh Phuc Green Environment Joint Stock Company had basically completed the collection and treatment of the amount of water contained in the ditch as required by the authorities.
