Split the Road Traffic Law into 2 laws
Speaking at the morning discussion session on November 10 about the two draft laws on Roads and Road Traffic Order and Safety, delegate Nguyen Hai Hung, Lieutenant General, Vice Chairman of the National Assembly's Committee on National Defense and Security, said that the National Assembly delegates had studied them very carefully and contributed many opinions.
From the perspective of the agency examining these two draft laws, delegate Nguyen Hai Hung said that the National Assembly's Committee on National Defense and Security had examined and commented on issues that National Assembly deputies were still concerned about in the two draft laws. When discussing the separation of the Road Traffic Law into two draft laws at several previous sessions, delegate Nguyen Hai Hung himself said that this was not appropriate.
However, delegate Nguyen Hai Hung said that at this point, the issuance of two separate laws is to meet the urgent needs of road traffic development and that National Assembly delegates should focus on contributing ideas to complete the two draft laws to avoid wasting time. Regarding the issue of many delegates' opinions related to the authority of training and testing, delegate Nguyen Hai Hung agreed that this regulation is not specific.
Also contributing opinions to the two above-mentioned draft laws, delegate Nguyen Thi Mai Thoa, Standing Member of the National Assembly's Committee on Culture and Education (National Assembly delegate of Hai Duong province) said that traffic accidents are the cause of quite serious casualties for children, so ensuring safety for children when participating in traffic is very important.
Delegate Nguyen Thi Mai Thoa proposed that children driving or sitting on bicycles must wear helmets; children under 6 years old sitting behind must wear helmets and have safety seats specifically for children.
Thoroughly evaluate agricultural land policy
Giving comments at the afternoon discussion session on the Capital Law project, delegate Nguyen Ngoc Son, Standing Member of the National Assembly's Committee on Science, Technology and Environment (National Assembly delegate of Hai Duong province) said that there should be a chapter and article clarifying the tourism development policy in the capital.
In particular, there is a special mechanism allowing Hanoi to apply policies to use and develop ecological agriculture, modern agriculture, civilized farmers, and connect with areas with valuable land that have not been exploited. For example, allowing the conversion of rice land use to perennial crop cultivation, exploiting agricultural land funds on river banks to develop ecological agriculture for sightseeing and educational experiences.
Delegate Nguyen Ngoc Son said that these are practical policies. However, the drafting agency needs to have a specific assessment of the current situation and plan the types of land that can be converted to meet the needs of tourism development, effectively exploiting this land fund in terms of economy, society, security, politics and social safety.
"When we introduce this policy, a large area of this type of land will be converted. This will be a huge risk when every household and every person uses agricultural land for eco-tourism if there is no reasonable development policy. I suggest that clearer regulations are needed," said delegate Nguyen Ngoc Son at the group discussion session.
