Will Vietnamese people who settle abroad have their citizen identification cards revoked?

Question: My parents are settling abroad. Will their citizen identification cards be revoked?

Reply:

According to the provisions of Clause 1, Article 28 of the 2014 Law on Citizen Identification, the Citizen Identification Card shall be revoked in cases where a citizen is deprived of his/her nationality, renounces his/her Vietnamese nationality, or has the decision to grant Vietnamese nationality revoked.

Therefore, when settling abroad and having your citizen identification card revoked, the following two cases will occur:

The first:If a citizen settles abroad and renounces his/her Vietnamese nationality, his/her citizen identification card will be revoked.

Case 2:If a citizen settles abroad but still retains Vietnamese nationality, his/her citizen identification card will not be revoked.

About the value of using citizen identification card:

1. Citizen identification card is an identification document of Vietnamese citizens that is valid to prove the citizen identity of the cardholder to conduct transactions within the territory of Vietnam.

2. Citizen identification cards are used instead of passports in cases where Vietnam and foreign countries sign treaties or international agreements allowing citizens of the signatory countries to use citizen identification cards instead of passports in each other's territories.

3. Competent agencies, organizations and individuals are allowed to request citizens to present their citizen identification cards to verify their identity and the information specified in Article 18 of this Law; and are allowed to use the personal identification number on the citizen identification card to verify the information of the cardholder in the National Population Database and specialized databases according to the provisions of law.

When a citizen presents his/her citizen identification card at the request of a competent agency, organization or individual, that competent agency, organization or individual shall not require the citizen to present additional documents certifying the information specified in Clause 1 and Clause 3 of this Article.

4. The State protects the legitimate rights and interests of people granted citizen identification cards according to the provisions of law.

Thus, the citizen identification card is an identification document of Vietnamese citizens that is valid to prove the citizen identity of the cardholder to conduct transactions within the territory of Vietnam.

Therefore, it can be understood that when settling abroad, the citizen identification card cannot be used for transactions, except in cases where Vietnam and a foreign country sign a treaty or international agreement allowing citizens of the signatory country to use the citizen identification card instead of using other documents.
