In 2024, the Hai Duong provincial home affairs sector proactively followed the instructions of ministries, branches, and the directions of the Provincial Party Committee and Provincial People's Committee to advise on many important contents related to the management field.

The Department of Home Affairs is the standing agency advising the Steering Committee and the Provincial People's Committee to complete the arrangement of commune-level administrative units in Hai Duong province in the 2023-2025 period, ensuring the correct roadmap and plan. The province has merged 56 units and adjusted the boundaries of 1 administrative unit to establish 28 new commune-level administrative units.
Advise the province to direct localities to complete the apparatus, arrange cadres, civil servants, and non-professional workers in new commune-level administrative units. Up to now, 100% of new commune-level administrative units have been operating stably and effectively.

The Department of Home Affairs has also coordinated with departments and branches to advise on reviewing, arranging and perfecting professional agencies under the Provincial People's Committee. The arrangement of public service units has been completed: Hai Duong Medical College merged into Hai Duong Medical Technical University; district traffic offices were dissolved; district-level cultural - information - sports centers and radio stations were merged to establish cultural, sports and communication centers to ensure regulations.

The Department has implemented many solutions to improve administrative reform indexes. With 87.84 points, the 2023 Administrative Reform Index (PAR Index) result of Hai Duong province ranked 22nd out of 63 provinces and cities nationwide, up 25 places compared to 2022.

The Department also did a good job advising the province on the mobilization, rotation, and appointment of civil servants and public employees to leadership and management positions. During the year, the Department advised the province to accept 26 civil servants without examination; announced the approval of recruitment of 533 public employees for 21 public service units...

Notably, in 2024, the Department of Home Affairs advised the province to implement a plan to consider promoting the professional titles of provincial civil servants; promoting the professional titles of civil servants in the health sector; promoting the professional titles of preschool and public primary school teachers in the province. As a result, the whole province had 11,269 civil servants promoted, including 314 civil servants in the health sector, 10,001 teachers, and the rest were civil servants in other professions.

The Department of Home Affairs strengthens its grasp of the situation and performs well the state management work in the field of religion. Advises on launching patriotic emulation movements; performs well the work of evaluating records, promptly proposes to all levels to commend collectives and individuals with outstanding achievements in all fields of work.

With the achieved results, in 2024, the Department of Home Affairs was honored to receive a Certificate of Merit from the Minister of Home Affairs for its outstanding achievements in the emulation movement.

In 2025, the Department of Home Affairs will continue to proactively advise and effectively implement the plans of the Provincial Party Committee Standing Committee, the Provincial People's Committee, and the Government's resolution on the reorganization of public service units. In the immediate future, the plan to reorganize the apparatus of specialized agencies under the Provincial People's Committee, district-level People's Committees, and associations assigned by the Party and the State will be effectively implemented...
