On the afternoon of October 10, in Hanoi, the Ministry of Science and Technology, in coordination with the World Intellectual Property Organization (WIPO) and the Permanent Mission of Vietnam to the United Nations, held a workshop to introduce the Global Innovation Index (GII) 2023 and Vietnam's results.

The workshop was organized in a combination of in-person and online formats with connecting points at the World Intellectual Property Organization Headquarters and the Permanent Delegation of Vietnam to the United Nations.

Speaking at the workshop, Deputy Minister of Science and Technology Bui The Duy said that recently, the World Intellectual Property Organization released the Global Innovation Index 2023 (GII) Report 2023.

Vietnam ranked 46/132 countries and economies, up 2 places compared to 2022, and is considered one of the 7 middle-income countries that have made the most progress in Innovation over the past decade.

In terms of Innovation input rankings, the GII 2023 Report shows that Vietnam has increased by 2 places compared to 2022, from 59th to 57th. Vietnam's Innovation output has increased by 1 place compared to 2022, from 41st to 40th.

In the ASEAN region, Vietnam ranks behind Singapore (5th), Malaysia (36th) and Thailand (43rd).

Deputy Minister Bui The Duy said that the Global Innovation Index GII 2023 Report has helped provinces and cities across the country clearly see aspects to develop the Innovation ecosystem and socio-economic development based on Innovation.

Some Innovation indicators maintained their growth. Typically, the index on the number of software applications produced, related to mobile applications thanks to digital technology development, had a very high value increase score of 82.6 points, ranking 8th.

Cultural Innovation with contributions related to works, creative products, and clips posted and spread on social networks also helps to define Vietnam's creative values.

Considering that to develop Innovation, there needs to be joint investment from all parties from input to output, Deputy Minister Bui The Duy emphasized that if updated, there are a few indicators that will improve Vietnam's Innovation position. For example, the Index on import and export of information and communication technology (ICT) services; royalties, fees, and licenses have only been updated since 2014...

Deputy Minister Bui The Duy expressed his hope that with the support of experts from the World Intellectual Property Organization, the Ministry will work with other units to assess the level of Innovation, thereby creating a set of tools to assess what Innovation is currently lacking and what is needed, especially for provinces, cities and localities to have the right direction, focus, contributing to improving Vietnam's ranking in the Global Innovation Index.

According to Ambassador Le Thi Tuyet Mai, Head of the Permanent Mission of Vietnam to the United Nations, Vietnam's results in the Global Innovation Index 2023 are very remarkable but also pose great challenges for Vietnam in the coming time, especially in the context of many instabilities and major changes in politics and economics in the world.

Along with that is the adjustment of trade investment strategies taking place in many countries and continents. Therefore, there is a need for solutions to promote Vietnam's great potential as well as further promote technology transfer and application of Innovation in developing Vietnamese brands of goods and services with quality in the markets; thereby, bringing high value, contributing to the successful implementation of the economic development strategy.

This requires efforts from all levels and sectors nationwide in the fields of Innovation and application of science and technology, especially efforts from localities, scientists, the private sector, and industry associations.

Ambassador Le Thi Tuyet Mai affirmed that the Permanent Mission of Vietnam to the United Nations always accompanies, supports, connects, and cooperates bilaterally and multilaterally with the World Intellectual Property Organization and related organizations in the field of Innovation, technology transfer into product and service development, contributing to the increasingly sustainable development of our country.

At the Workshop, Mr. Sacha Wunsch-Vincent, senior expert of the World Intellectual Property Organization, co-author of the Global Innovation Index Report, shared some specific results of this report in 2023 and some issues for Vietnam.
