By tricking people into transferring to work in the police force, Vu Dinh Hong appropriated more than 4.3 billion VND.

According to the indictment, Ms. D.TL in Hai Duong City wanted her husband, Mr. NTS, who was working at Kinh Mon Town Police, to work near home, so she talked to a friend of Ms. L.

This friend said he knew Hong had relationships with many leaders of the Ministry of Public Security and the Government Office, so he could intervene and influence the organization of personnel and work assignments.

Ms. L. asked Hong to arrange a job transfer for Mr. S. When Ms. L. raised the issue, Hong agreed and did not negotiate on the time of the job transfer.

Trusting Hong, from April 2 to October 9, 2021, Ms. L. transferred money 10 times with a total amount of more than 2.3 billion VND for Hong to contact the competent authority to cover the cost of transferring Mr. S.

Hong also told Ms. L. that if she wanted her husband to be transferred to another job quickly, she needed to transfer money to Hong to buy offerings, offerings at the shrine, money for receiving guests, money to buy statues of officials... so Ms. L. transferred money to Hong 19 times with a total amount of more than 1.9 billion VND. After receiving a total amount of more than 4.3 billion VND, Hong used it to pay off debts and personal expenses.

By mid-2022, Mr. S. could not transfer his job, so Ms. L. repeatedly asked Hong to return the money, but Hong did not pay, so Ms. L. filed a complaint with the police.

In 2004, Hong was sentenced to prison for fraud and appropriation of property. The trial panel sentenced Vu Dinh Hong to 13 years and 6 months in prison for fraud and appropriation of property under Point a, Clause 4, Article 174 of the Penal Code.
