Benefits of land data digitization

Digitized land data will bring many benefits to state management and related policy making. Completing this will also help save time and money in handling administrative procedures in Hai Duong.

Digitized land data helps people go to the City Land Registration Office Branch Hai Duong resolves related procedures faster

Fast, convenient

On May 15, Mr. Nguyen Viet A. in Nhi Chau Ward went to the Branch of the Land Registration Office of Hai Duong City to complete the procedures to donate a plot of land to his wife. In early April, Mr. A. had completed the transfer of the above plot of land from another person to his name, so the documents had been digitized. Therefore, when completing the procedures to donate this plot of land, the staff received and processed it quickly.

Based on the existing digital data, the officer handling the procedure only needs to enter the information of the new land user to complete the file without having to declare or submit other documents as before. According to the officer of the Hai Duong City Land Registration Office Branch, before there was no digital data on land, people had to spend about 40 minutes to do administrative procedures, but now it only takes 5 minutes.

In recent times, in carrying out national digital transformation tasks, especially those related to the Government's Project 06, the province's natural resources and environment sector has actively coordinated with relevant levels and sectors to digitize land data in the area. The sector focuses on digitizing residential land and agricultural land data.

The Department of Natural Resources and Environment has reviewed and invested in additional software for construction, management, operation, exploitation, updating, connection and sharing of land databases. The Department installed and tested the Land Database Information Management System (VBDLIST) software for the Land Registration Office system and connected and communicated with the Provincial Public Administration Center, the Provincial Tax Department, relevant departments, branches and sectors, and district-level People's Committees to receive and resolve administrative procedures related to land. At the same time, the population database was updated according to Project 06 to replace the ELIS software which no longer meets the database structure as directed by the Ministry of Natural Resources and Environment.

The Department also reviewed and invested in additional network equipment, workstations, and peripherals for the provincial, district, and commune levels in areas that have not yet received investment, and rented internal provincial connection channels to manage, operate, exploit, and update land databases and connect and share with departments and branches to serve local e-government.

From June 2022 to April 2024, the Department of Natural Resources and Environment has established more than 100,000 digital land records. For 210 communes, wards and towns in 11 districts, towns and cities that have not yet built a land database, the department will continue to direct the implementation and regularly update the land database during the process of handling administrative procedures for people...

Mr. Nguyen Van Tieu, Director of the Land Registration Office (Department of Natural Resources and Environment) said that when there is "correct, sufficient, clean, and alive" land data to form a common data system for all sectors, the settlement of administrative procedures will be quick, convenient, and accurate. State agencies as well as people will save a lot of time, costs, and efforts, without having to review and re-check information about land lots, plots, and owners. Site clearance and land recovery will take place smoothly and quickly...

Large workload

Tu Ky District Land Registration Office Branch is actively digitizing land data.

According to statistics from the Department of Natural Resources and Environment, the province currently has a total of 11,080 cadastral maps (digital and paper) being stored, managed and used at the three levels of province, district and commune. Of these, there are 6,038 cadastral maps of residential land measured in the period 2001 - 2019 and 5,042 cadastral maps of cultivated land measured in the period 2004 - 2008.

The cadastral map of residential land in the province has basically been covered, meeting the standards for use as a data source for building a land database according to regulations. However, there are currently many cases where the boundaries, areas, and land users according to previously issued land use right documents are inconsistent with the cadastral map drawn according to the VN-2000 coordinate system and the current management and use status. The cadastral map of cultivated land is no longer consistent with the current management and use status due to the implementation of land consolidation, plot exchange, and field improvement in the province in the period 2013 - 2015.

Over the years, the work of updating and adjusting land changes has not received attention, leading to the current state of land management and use not being consistent with the existing cadastral records. The cadastral records, registration records, and issuance of land use right certificates that are being managed and stored are mainly in paper form, not synchronized, unified, and scattered across many units, making it difficult to exploit and use these data for state management and digitization.

Along with that, the current facilities and information infrastructure serving the management, operation, exploitation and sharing of land databases are still limited, not tight and unified... To complete the digitization of land data requires large human and material resources, a long time to measure, review, inventory, update, edit and supplement.

Currently, the Department of Natural Resources and Environment is actively coordinating with relevant units to strive to basically complete the national land database by 2025 and complete this by 2030.
