The 8th session of the 15th National Assembly held a preparatory meeting and solemnly opened today, October 21, and is expected to close on the morning of November 30, 2024.
The 8th session will be held in 2 phases. Phase 1: from October 21 to November 13, 2024; Phase 2: from November 20 to the morning of November 30, 2024, during which the National Assembly will work 4 Saturdays. The total working time of the session is expected to be 29.5 days.
At the 8th Session, 15 laws will be considered and approved by the National Assembly, including: Law on Notarization (amended); Law on Trade Unions (amended); Law on Cultural Heritage (amended); Law on Geology and Minerals; Law on Prevention and Combat of Human Trafficking (amended); Law on Fire Prevention and Fighting and Rescue; Law on People's Air Defense; Law on Urban and Rural Planning; Law on Juvenile Justice; Law on Value Added Tax (amended); Law on amending and supplementing a number of articles of the Law on Pharmacy; Law on amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army; Law on amending and supplementing a number of articles of the Law on Health Insurance; Law on amending and supplementing a number of articles of the Law on Planning, the Law on Investment, the Law on Investment under the Public-Private Partnership model and the Law on Bidding; Law on amending and supplementing a number of articles of the Law on Securities, the Law on Accounting, the Law on Independent Audit and the Law on State Budget, the Law on Management and Use of Public Assets, the Law on Tax Administration and the Law on National Reserves.
The National Assembly also reviewed and commented on 13 draft laws, including: Law on Digital Technology Industry; Law on Data; Law on Electricity (amended); Law on Public Investment (amended); Law on Chemicals (amended); Law on Teachers; Law on Management and Investment of State Capital in Enterprises; Law on Special Consumption Tax (amended); Law on Corporate Income Tax (amended); Law on Employment (amended); Law on amending and supplementing a number of articles of the Law on Supervisory Activities of the National Assembly and People's Councils; Law on amending and supplementing a number of articles of the Law on Advertising; Law on amending and supplementing a number of articles of the Law on Technical Standards and Regulations.
During this session, the National Assembly will also consider and decide on socio-economic issues, state budget, supervision and other important issues, specifically: assessing the results of the implementation of the socio-economic development plan (including a report on the damage situation, the level of impact of storm No. 3 and solutions to overcome the consequences of the storm), the state budget for 2024 and considering and deciding on the socio-economic development plan, state budget estimates, and central budget allocation plan for 2025...
At the 8th Session, the National Assembly will also consider personnel work under its authority; Consider and decide on the establishment of Hue City directly under the Central Government; Consider and decide on the investment policy for the National Target Program on Cultural Development for the 2025-2035 period; Consider and decide on the investment policy for the National Target Program on Drug Prevention and Control until 2030 (if eligible).
In addition, the National Assembly also considered and decided to adjust the investment policy of the Long Thanh International Airport Project in Resolution No. 94/2015/QH13 of the National Assembly; considered and decided on the investment policy of the North-South high-speed railway project; considered and decided on the policy of adjusting the National Land Use Plan for the 2021-2030 period, with a vision to 2050; considered and decided on the policy of investing state capital at the Joint Stock Commercial Bank for Foreign Trade of Vietnam (VCB); The Central Committee of the Vietnam Fatherland Front reported on the synthesis of opinions and recommendations of voters and people sent to the 8th Session of the 15th National Assembly. The National Assembly also conducted questions and answers and considered and decided on other important issues (if any).
