The Standing Office of the National Steering Committee for Natural Disaster Prevention and Control issued a document on responding to heavy rain, flooding, risks of floods, flash floods, landslides and strong winds at sea.

On October 29, the Standing Office of the National Steering Committee for Natural Disaster Prevention and Control issued Document No. 399/VPTT to the Steering Committee for Natural Disaster Prevention and Control and Search and Rescue of coastal provinces and cities from Quang Ninh to Kien Giang on responding to heavy rain, flooding, risks of floods, flash floods, landslides and strong winds at sea.

According to the forecast bulletin of the National Center for Hydro-Meteorological Forecasting, from the night of October 29 to the morning of October 31, from Southern Nghe An to Quang Ngai, there will be moderate rain, heavy rain to very heavy rain with total rainfall ranging from 50 - 150mm, some places over 200mm; heavy rain is likely to last until November 2. From October 29 - 30, the Gulf of Tonkin will have winds of level 5 - 6, gusting to level 7 - 8; the North East Sea will have winds of level 6, gusting to level 8; the sea area from Quang Ngai to Kien Giang will have scattered showers and thunderstorms, with the possibility of tornadoes and gusts of level 7 - 8.

To proactively respond to and minimize damage caused by natural disasters, the Standing Office of the National Steering Committee for Natural Disaster Prevention and Control recommends that provinces and cities from Nghe An to Quang Ngai closely monitor forecasts and warnings of heavy rain, flooding, flash floods, and landslides, promptly and fully inform authorities at all levels and people to proactively prevent, respond, and minimize damage; deploy shock forces to inspect and review residential areas along rivers, streams, and low-lying areas to proactively organize the relocation and evacuation of people in areas at high risk of deep flooding, flash floods, and landslides.

Provinces and cities from Nghe An to Quang Ngai organize forces to be ready to control and guide traffic, especially through culverts, spillways, deeply flooded areas, fast-flowing water, and high risk of landslides; resolutely not allow people and vehicles to circulate if safety is not ensured; proactively deploy measures to ensure safety for teachers, students, and educational facilities in flooded areas; be ready to deploy measures to drain water, protect production, and prevent flooding in urban areas and industrial parks.

The above provinces and cities inspect, review, operate and ensure the safety of reservoirs and downstream areas, especially small hydropower reservoirs and important irrigation reservoirs; arrange regular forces to operate and regulate and be ready to handle possible situations; inspect, review and prepare plans to ensure the safety of projects under construction, especially key and important projects or projects that have had incidents due to recent floods.

At sea, provinces and cities from Quang Ninh to Kien Giang closely monitor information and developments of strong winds at sea; notify captains and owners of vehicles and vessels operating at sea to proactively prevent and have appropriate production plans, ensuring safety of people and property; maintain communication to promptly handle bad situations that may occur; prepare forces and means to deploy rescue work when situations arise.

The above provinces and cities organize serious on-duty shifts and regularly report to the Standing Office of the National Steering Committee for Natural Disaster Prevention and Control and the Office of the National Committee for Natural Disaster Response and Search and Rescue.
