On October 22, the Standing Office of the National Steering Committee for Natural Disaster Prevention and Control issued Document No. 390/VPTT to the Steering Committee for Natural Disaster Prevention and Control and Search and Rescue of provinces and cities from Nghe An to Quang Ngai.
According to the forecast bulletin of the National Center for Hydro-Meteorological Forecasting, from the night of October 22 to October 24, the area from Nghe An to Quang Ngai will have moderate to heavy rain, in which the provinces from Quang Binh to Da Nang will have rainfall ranging from 80 - 170mm, some places over 250mm; Nghe An, Ha Tinh, Quang Nam and Quang Ngai provinces will have rainfall ranging from 50 - 100mm, some places over 150mm. There is a risk of flash floods and landslides in mountainous areas and flooding in low-lying areas and urban areas.
To proactively respond to and minimize damage caused by heavy rain and the risk of floods, flash floods, and landslides, the Standing Office of the National Steering Committee for Natural Disaster Prevention and Control recommends that provinces and cities closely monitor forecasts and warnings of heavy rain, floods, flash floods, and landslides, and provide timely and complete information to authorities at all levels and people to proactively prevent, respond, and minimize damage.
Provinces and cities deploy shock forces to inspect and review residential areas along rivers, streams, and low-lying areas to proactively organize the relocation and evacuation of people in areas at high risk of deep flooding, flash floods, and landslides; organize forces ready to control and guide traffic, especially through culverts, spillways, and areas with deep flooding and fast-flowing water.
Localities are ready to deploy measures to drain water, protect production, prevent flooding in urban areas and industrial parks; inspect, review, and deploy operation plans and ensure the safety of reservoirs and downstream areas, especially small hydropower reservoirs and important irrigation reservoirs; arrange permanent forces to operate and regulate and be ready to handle possible situations.
The above units organize serious duty and regularly report to the Standing Office of the National Steering Committee for Natural Disaster Prevention and Control and the Office of the National Committee for Natural Disaster Response and Search and Rescue.
