Provinces and cities from Nghe An to the North absolutely do not organize the opening ceremony in places with heavy rain, risk of landslides and flooding, according to the request of the Ministry of Education and Training.

The content is stated in the dispatch on response to storm No. 3 by Minister of Education and Training Nguyen Kim Son on the morning of September 4.

According to the National Center for Hydro-Meteorological Forecasting, at 10:00 a.m. on September 4, the center of the storm was located at about 19 degrees North latitude, 117.5 degrees East longitude, in the eastern sea of ​​the North East Sea, about 730km east of Hainan Island (China).

The strongest wind near the storm center is level 12 (118-133km/h), gusting to level 15, the storm moves in the West Northwest direction at a speed of about 10km/h.

The storm is likely to make landfall directly in the northern provinces at very strong intensity, especially in Quang Ninh, Hai Phong, Thai Binh, Nam Dinh, Ha Nam and Ninh Binh.

Minister Nguyen Kim Son requested localities to closely monitor the storm's developments and direct schools to organize the new school year opening ceremony in a compact, safe manner, suitable to local conditions.

Schools also need to plan and promptly move assets, machinery, equipment, desks, chairs, records, and books of students to a safe place, minimizing damage and loss. After the storm passes, schools must promptly repair the damage and clean up classrooms to serve the new school year.

According to the ministry's 2024-2025 school year plan, the opening ceremony will be held on September 5. Provinces and cities need to ensure 35 weeks of actual study (18 weeks for semester I, 17 weeks for semester II).

In case of severe weather or natural disasters, localities will proactively allow students to take time off and make up for lost time, as long as they ensure their progress and study plan. These localities can also start school early and extend the school year, but not more than 15 days longer than the national average.
