Do not be passive or surprised about strategy, security and order.

The conference was held on December 27-28, chaired by Politburo member, Secretary of the Central Public Security Party Committee, Minister of Public Security, General To Lam.

Attending the conference were: Politburo member, Party Central Committee Secretary, Head of the Central Internal Affairs Commission Phan Dinh Trac; leaders of central departments, ministries, branches, agencies and the Ministry of Public Security.

The 79th National Public Security Conference focused on assessing the situation and results of all aspects of Public Security work in 2023; the results of implementing Resolution No. 12-NQ/TW dated March 16, 2022 of the Politburo on promoting the building of a truly clean, strong, disciplined, elite, and modern People's Public Security force, meeting the requirements and tasks in the new situation; evaluating the results of the 5-year review of the implementation of Resolution No. 35-NQ/TW dated October 22, 2018 of the Politburo on strengthening the protection of the Party's ideological foundation, fighting against erroneous and hostile views in the new situation; discussing the directions and tasks of work in 2024; summarizing the emulation movement "For National Security" in 2023 and launching the movement in 2024 in the entire People's Public Security force.

Maintain national security, ensure social order and safety

The conference affirmed that in 2023, the People's Public Security force has closely followed the leadership of the Party and the management of the State, with very high political determination, great efforts, drastic actions, and innovation in working methods according to the motto of closely following reality, solving problems arising from reality and right from the grassroots, successfully implementing the set goals, requirements and tasks of maintaining national security, ensuring social order and safety, actively contributing to protecting independence, sovereignty, unity and territorial integrity, and the interests of the country, creating a secure, safe and healthy environment to serve the task of socio-economic development and expanding foreign relations...

Prime Minister Pham Minh Chinh highly appreciated the significance, importance and quality of the conference; saying that this is a very important event for the People's Public Security force to immediately implement the contents set out at the 2023 Central Public Security Party Committee Summary Conference, the direction of key leaders, especially the direction of General Secretary Nguyen Phu Trong.

The Prime Minister said that in 2023, the domestic and international situation will have opportunities and advantages intertwined with difficulties and challenges; but there will be more difficulties and challenges, and the developments will be more rapid and complicated. Under the wise and timely leadership and direction of the Party, headed by General Secretary Nguyen Phu Trong; the supervision and support of the National Assembly; the drastic direction and administration of the Government and the Prime Minister; the solidarity and close coordination of all levels and sectors; the drastic and responsible participation of the entire political system, we have successfully achieved the main goals and tasks set for 2023. In that common achievement of the whole country, there is an important contribution of the People's Public Security force.

The Prime Minister assessed that the Public Security work in 2023 has achieved better results than in 2022. The People's Public Security force has performed well in its advisory role to the Party and State in the fields of politics, socio-economy, ensuring security and order, foreign affairs..., contributing to maintaining political stability, serving economic development, ensuring social order and safety, expanding foreign relations; creating a peaceful, secure and stable environment for development; actively building institutions to contribute to perfecting the Party's guidelines and policies, the State's laws and building a socialist rule-of-law State; well performing the tasks of fighting, protecting national security, ensuring social order and safety and state management of security and order; the work of ensuring security, order and traffic safety has created fundamental changes.

Along with that, the Public Security is the leading force, playing an important role, creating motivation and inspiration for ministries, branches and localities in administrative reform, building e-Government and promoting national digital transformation; proactively and actively promoting foreign affairs and international cooperation; exemplary, leading in implementing key tasks of Party building and building the People's Public Security force.

The Public Security sector has done a good job in mass movements, mobilizing the strength of the entire political system to participate in ensuring security and order, preventing and combating crimes; has proactively coordinated with Party committees at all levels to effectively carry out social security work. The aspects of judicial support, execution of judgments, legal affairs, logistics, technology and other aspects of the entire force have all had positive changes, meeting practical requirements.

The Prime Minister expressed his emotion because in the cause of protecting national security and ensuring social order and safety, the People's Public Security force has many examples of officers and soldiers who fought bravely, sacrificed heroically, accepted difficulties and hardships to achieve many feats and especially outstanding achievements.

Sharing and sending the deep gratitude of the Party and State to the families, relatives and units of the Heroes, Martyrs, wounded and sick soldiers of the People's Public Security Force, the Prime Minister requested units and localities to do a good job in implementing policies for people with meritorious services, and taking care of the lives of relatives of officers and soldiers who shed blood for the peaceful and happy life of the people.

The Prime Minister said that the above achievements were mainly due to the Public Security sector's strict compliance with and adherence to the leadership and direction of the Party, the management of the Government and the Prime Minister; the efforts and striving of the entire People's Public Security force; the close and effective coordination with ministries, localities, international partners and the support of the people.

On behalf of the Party and State leaders, Prime Minister Pham Minh Chinh sincerely thanked, congratulated and commended the achievements and feats of the officers and soldiers of the People's Public Security force in 2023.

Agreeing with the limitations pointed out by the Conference, the Prime Minister requested the People's Public Security force to learn from experience, overcome and build the image of a clean and strong People's Public Security force, "forgetting oneself for the country, serving the people"; absolutely not being subjective, satisfied, negligent, losing vigilance, intoxicated with the achievements; preserving the glorious and heroic tradition, "Honor is the most sacred and noble thing" as General Secretary Nguyen Phu Trong instructed.

Proactively grasp, evaluate and forecast the situation closely

Informing that 2024 is identified as the year of "acceleration" to successfully implement the Resolution of the 13th National Party Congress; forecasting that the situation next year will face greater difficulties and challenges, more opportunities and advantages, the Prime Minister requested that the People's Public Security force continue to be exemplary, take the lead in implementing and concretizing resolutions, directives and conclusions of the Party, National Assembly and Government; actively build institutions; effectively implement policies, solutions and projects on protecting national security, ensuring social order and safety and building the People's Public Security force.

The People's Public Security must proactively grasp, assess, and closely forecast the domestic, regional, and world situations early, from afar, right from the grassroots level to perform well the advisory role with the Party and State in all fields; contribute to maintaining political stability, serving economic development, ensuring social order and safety, expanding foreign relations, creating a peaceful, secure, and stable environment for development; prevent, fight, and foil all plots and sabotage activities of hostile and reactionary forces, "self-evolution" and "self-transformation" activities, especially not to deviate from socialism.

The People's Public Security must absolutely protect the safety of important national targets and events, activities of Party and State leaders, delegations, and international conferences in Vietnam. Firmly ensure security and order, proactively detect, prevent, and handle early, right at the grassroots level, not allowing "hot spots" of security and order to arise. Absolutely do not be passively surprised in terms of strategy, political security, social order and safety.

The Prime Minister directed the People's Public Security force to improve the effectiveness and efficiency of law-making and enforcement in the fields of ensuring social order and safety. Effectively combine proactive prevention with active fighting and handling of crimes and law violations; ensure strict handling of the right people, the right crimes, and the right laws. The entire sector deploys solutions to ensure traffic order and safety, fire prevention, fire fighting, and rescue. Strongly promote the Movement of All People Protecting National Security; closely combine the people's security posture with the people's national defense posture associated with a solid "people's hearts posture".

The Prime Minister requested the Public Security sector to continue promoting administrative reform, continue to be exemplary, take the lead in digital transformation, implement Project 06 of the Government; ensure finance, logistics, and techniques to perform the tasks of the People's Public Security force. The sector focuses on developing the security industry; investing in the grassroots Public Security and direct combat forces; continue to promote the pioneering role in foreign affairs; deploy security dialogue mechanisms with important partners.

The Public Security force coordinates more closely and effectively with ministries, branches, Party committees and authorities at all levels, especially the People's Army, the People's Court and the People's Procuracy to effectively implement the Party's guidelines and policies, the State's laws and policies on the task of protecting national security, ensuring social order and safety, ensuring a peaceful life for the people; maintaining the spirit of solidarity, unity, joint efforts and consensus. The sector continues to "set an example and take the lead" in Party building and rectification; promotes the spirit of daring to think, daring to do, daring to take responsibility, daring to innovate and create, daring to face difficulties and challenges and being resolute in actions for the common good; researches and develops mechanisms to attract, employ and train special talents in the People's Public Security; builds a clean and strong People's Public Security force, "a strong Ministry, a strong province, a comprehensive district, and a grassroots commune".

The Prime Minister emphasized that the Party and State trust and the people expect the People's Public Security force to continue to promote the glorious heroic tradition of "Forgetting oneself for the country, serving the people", "Only knowing that as long as the Party exists, we exist", "Honor is the most sacred and noble thing"; to be a model of solidarity; to be exemplary and take the lead in implementing the Party and State's guidelines, policies and lines; to be highly determined, make great efforts, act resolutely, and wholeheartedly serve the Fatherland and the people; to always be worthy of being an important, trustworthy and absolutely loyal armed force of the Party, State and people.
