The detailed construction planning has been approved for more than 3 years and the land has been cleared, but the two markets Chi Lang and Phu Luong in Hai Duong city have not been built yet.
Government and traders expect
Chi Lang Market in Nguyen Trai Ward and Phu Luong Market in Ngoc Chau Ward (Hai Duong City) are two traditional markets whose detailed planning at 1/500 scale was approved by the People's Committee of Hai Duong City in August 2021.
According to the approved plan, when Phu Luong market is newly built, there will be 22 two-story kiosks, 9 one-story kiosks and 76 covered seats; Chi Lang market will have 5 two-story kiosks, 28 one-story kiosks and 112 covered seats.
To serve the construction of the new market, in early 2022, the People's Committee of Hai Duong City decided to liquidate the current market houses and kiosks at these two markets and assigned the People's Committees of Ngoc Chau and Nguyen Trai wards to develop a plan and budget for demolition and liquidation of recovered materials. The traders at these two markets voluntarily relocated all their assets, returning clean space to the market.
When there was a policy to build a new market and the province announced the land acquisition, from the end of September 2023, traders moved to Phu Luong temporary market to sell goods. Nguyen Trai Ward People's Committee also arranged and set up Chi Lang temporary market on the sidewalks of some streets such as Chi Lang, Nguyen Thuong Man, Ngo Gia Tu ... for traders to do business from October 1, 2023.
During the temporary market's operation, businesses do not have to pay business fees, only electricity, water, and environmental sanitation.
Ms. Do Mai Chinh, who sells seafood at Chi Lang market, said that the temporary market has many shortcomings. The temporary market stalls are small and narrow. The market is held on the sidewalk and road, so traffic jams often occur. "Rain and sun are both affected, and revenue decreases. I request that the authorities soon build a new market so that traders can do business with peace of mind," Ms. Chinh said.
According to Mr. Pham Ngoc Son, Chairman of Nguyen Trai Ward People's Committee, Chi Lang temporary market operates daily from morning to evening on some streets, affecting traffic order and potentially causing food safety problems. Mr. Son said: "Not only the traders, but also the local government really wants Chi Lang market to be built soon to overcome the shortcomings of the current temporary market."
This is also the wish of traders at Phu Luong temporary market and local authorities.
Slow auction
According to the People's Committee of Hai Duong City, the city has completed site clearance for the above two markets. The land auctioned for these two markets is consistent with the city's land use plan until 2030, consistent with the approved general plan of Hai Duong City until 2040.
These two land plots have been identified in the 2024 land use plan of Hai Duong City. To facilitate the implementation of investment in the construction of Chi Lang and Phu Luong markets, the City People's Committee has proposed the Provincial People's Committee to conduct an auction of land use rights with a term of 50 years.
According to the reporter's investigation, on April 12, 2024, the Provincial People's Committee issued a decision to auction land use rights to select investors to build, operate, manage and exploit Phu Luong market and Chi Lang market. Of which, Phu Luong market is 2,186 m2 wide, Chi Lang market is 2,544 m2 wide.
The auction winner must construct the technical infrastructure of the land according to the detailed planning scale of 1/500 approved by the People's Committee of Hai Duong City. The form of land lease is one-time payment for the entire lease period; the land lease term is 50 years from the date of issuance of the decision recognizing the auction result.
The Provincial People's Committee assigned the Land Fund Development Center (Department of Natural Resources and Environment) to be the unit organizing the auction of land use rights. According to the approved plan, the auction is expected to be held in the second quarter of 2024.
According to the Department of Natural Resources and Environment, the auction of land use rights to select investors to build, operate, manage and exploit Phu Luong market and Chi Lang market was delayed due to the implementation of auction procedures during the transition period between the 2013 Land Law and the new Land Law that will take effect from August 1, 2024. The competent authorities must study and advise on the specific development of the provisions of the Land Law and the decrees guiding its implementation under the province's authority.
To date, the Department of Natural Resources and Environment has selected a consulting unit to determine the starting price for the auction of the two markets. It is expected that the approval of the starting price for the auction will be completed in the fourth quarter of 2024.
