When investigators at the commune police solve the case

From January 2024, Major Bui Viet Trung, Chief of Lai Cach Town Police (Cam Giang) was appointed as an investigator. One month after his appointment, Trung had to handle the investigation of a theft case that occurred at a local business.

On the afternoon of February 28, Lai Cach Town Police received a crime report from a security guard of PCC Luc Xuong Vietnam Co., Ltd. who discovered a worker with signs of stealing the unit's property. Upon receiving the report, Major Bui Viet Trung and police officers promptly went to the scene to investigate and verify according to legal procedures.

During the investigation and clarification process from February 26 to 28, Ho Xuan Chien (born in 1994, in Binh Minh commune, Binh Giang), a worker at the company's copper cutting line, took advantage of loopholes in asset management to steal. When cutting large copper sheets into small pieces, Chien stole 4 pieces weighing more than 17 kg, worth more than 3 million VND.

“Previously, our only responsibility was to receive crime reports, conduct initial verification, and then transfer the case to the Cam Giang District Police Investigation Agency. Currently, for less serious cases with clear suspects, we are responsible for handling them from the beginning to the end of the investigation to transfer them to the District People's Procuracy,” said Major Trung.

Since being appointed as an investigator, Major Nguyen Van Kieu, Chief of Nam Hong Commune Police (Nam Sach), has had more responsibility when he has to investigate cases within his authority that occur in the area. From 2023 to April 2024, Nam Hong Commune Police has handled 6 cases.

Recently, Major Nguyen Van Kieu was assigned by the district police to verify victims in the commune related to the fraud case of Nhat Nam Real Estate Investment and Trading Joint Stock Company, entrusted by the Hanoi City Police Investigation Agency. "I have verified and collected information about the victims in the locality. Because some are at home, some are working in other localities, this work takes a lot of time and effort. After about 15 days of hard work, I have verified 9 victims with the amount of money embezzled of more than 2 billion VND and completed the file to transfer to the superior agency."

According to the synthesis of the Office of the Investigation Police Agency of Hai Duong Provincial Police, the province has currently arranged more than 200 investigators at 149 out of 235 commune, ward and town police stations. Since August 2023, when there were investigators at the commune-level police stations, 12 crime reports have been resolved, and 15 cases have been investigated and clarified.

According to regulations from 2019, the police of communes, wards and towns are assigned regular police forces to work. From August 2023, the Ministry of Public Security has regulated the arrangement of investigators at the commune-level police and they are allowed to handle less serious cases. By April 2024, the Ministry of Public Security has issued new guidelines, investigators at the commune-level police are given additional authority to handle serious cases. Investigators are responsible for handling cases from the beginning to the end of the investigation to transfer them to the district-level People's Procuracy.

According to Lieutenant Colonel Pham Duc Cuong, Deputy Chief of Office of the Provincial Police Investigation Agency, the arrangement of investigators at the commune-level police brings many benefits and efficiency in the management, grasping of the area, prevention, combat, suppression, and handling of crimes and law violations. They are the people in the area, closest to the people, when an incident occurs, they arrive and protect the scene as quickly as possible, collect evidence, crime tools, arrest suspects promptly... contributing to the investigation and clarification of the case smoothly and in accordance with regulations. The team of investigators at the commune-level police plays an important role in reducing the work pressure for the team of investigators at the district-level police investigation agencies. In most cases, people previously had to go to the district-level police to report and submit evidence, but now they only need to go to the local police agency.

In recent times, the Provincial Police have regularly opened training courses to improve the expertise and skills of commune-level police investigators. They have coordinated with the Provincial People's Procuracy to develop regulations to help investigators grasp their tasks and work to perform. Every week and every month, the Provincial Police and District Police send forces to inspect and guide according to the motto of "holding hands and showing work" and promptly remove difficulties and obstacles for investigators.

According to the plan, by the end of May 2024, the Provincial Police will arrange investigators for the remaining commune-level police. Since the beginning of the year, the Provincial Police have opened many training courses, fostered and recruited investigators for more than 300 officers. This is a resource to arrange investigators for commune-level police in the coming time.
