Urgent verification of Vietnamese royal decree auctioned in China

The Department of Cultural Heritage has just sent a document to the Department of Culture, Sports and Tourism and the Department of Culture and Information of provinces and cities to clarify the information that many Vietnamese royal decrees were auctioned in China.

Director of the Department of Cultural Heritage Le Thi Thu Hien has just signed Official Dispatch No. 309/DSVH-DT to the Department of Culture, Sports and Tourism (VHTT,DL), Department of Culture and Information (VHTT) of the provinces and cities of Phu Tho, Bac Ninh, Hanoi, Ha Nam, Hai Duong requesting coordination and urgent verification of the authenticity of the royal decrees currently for sale originating from relics, museums and related locations in the locality.

The royal decree in Tam Nong (Phu Tho) is being sold on a Chinese website.

The Cultural Heritage Department stated: On the website of the auction company "Shanghai Yangming limited auction" posted information that at 9:30 a.m. on April 2, 2023, at the Majesty Plaza Hotel Shanghai, an auction will take place with the name "Prosperous old paper - History of culture and hundred-year-old royal decrees" (auction code S23041).

The auctioned items are 672 paper items, including royal decrees that are likely original and of Vietnamese origin (numbered from 2243 to 2254, including royal decrees that were available in Di Nau commune, Tam Nong district, Phu Tho province).

Regarding this incident, the Department of Cultural Heritage requests the Department of Culture and Information of the provinces to collect and provide legal information about the royal decree (including images, size, material, etc. and related legal documents), the theft of the royal decree (theft report, images, minutes and documents related to the theft of this royal decree), report to the Provincial People's Committee and the Ministry of Culture, Sports and Tourism to coordinate and work with relevant agencies and organizations on solutions to repatriate antiquities to original relics, museums and related locations according to the content of the 1970 UNESCO Convention on Measures to Prohibit the Import, Export and Illegal Transfer of Ownership of Cultural Property to which Vietnam is a party.

The Department of Cultural Heritage also requested the Department of Culture, Sports and Tourism and the Department of Culture and Information of the provinces to closely coordinate in the process of verifying the authenticity of the royal decrees; build a dossier to prove the origin of the royal decrees from relics, museums and related locations in the locality. At the same time, the Departments are requested to implement and fully report to the Department of Cultural Heritage before April 17 to have a basis for implementing the next steps according to regulations.

On April 12, Mr. Hoang Dao Cuong - Deputy Minister of Culture, Sports and Tourism (MCST) confirmed that he had received information about the royal decrees being sold in China and was verifying further with localities.

The Ministry of Culture, Sports and Tourism sent a document to the Ministry of Foreign Affairs requesting the Consulate in Shanghai (China) to verify more information, then come up with further solutions.

The decree of the 3rd year of Phuc Thai era of the International Temple in Di Nau, Tam Nong district, Phu Tho province

Previously, the People's Committee of Di Nau commune, Tam Nong district, Phu Tho province sent a report to the People's Committee of Tam Nong district and the Department of Culture and Information of Tam Nong district about the incident related to the suspicion that the stolen royal decrees in 2021 were being sold online in China.

The report of the People's Committee of Di Nau commune stated that on April 11, on the social network Facebook, there was an article by author Tran Ngoc Dong, an active member of the Vietnamese heritage protection community, providing information about the fate of the royal decrees of the International Temple of Di Nau commune, Tam Nong district (Phu Tho province).

According to Mr. Tran Ngoc Dong, Shanghai YangMing Auction Company introduced itself as a company established in 2014, with the approval of the Shanghai Administration for Industry and Commerce and the Shanghai Municipal Commission of Commerce, China. Currently, the company focuses on auctioning "Chinese banknotes", "Chinese checks, certificates and other types of collectible papers".

On the auction page, some of the artifacts are described as royal decrees from the Nguyen Dynasty of Vietnam, for example, artifact number 2184 has a silver image of the four sacred animals, a red seal, "well preserved, can be called a rare item" with a starting price of 2,800 to 3,500 yuan (from 9.5 million to about 12 million VND). The auction took place on April 22.
