Opening of the 11th Central Executive Committee Conference of the Vietnam Farmers' Union, Term VII

Member of the Party Central Committee, Secretary of the Party Delegation, Chairman of the Central Executive Committee of the Vietnam Farmers' Union Luong Quoc Doan chaired the conference.

In his opening speech, Chairman of the Vietnam Farmers' Union Luong Quoc Doan emphasized that this Conference discussed and decided on a number of important contents including: A preliminary review of the Union's work and the farmers' movement in the first 6 months of the year, key tasks for the last 6 months of 2023; introducing personnel for the planning of the 14th Party Central Committee, term 2026-2030; Draft Political Report of the 7th Central Committee of the Vietnam Farmers' Union to be submitted to the 8th Congress; Draft Charter of the Vietnam Farmers' Union (amended and supplemented); Draft Project of the 8th Central Committee of the Vietnam Farmers' Union, term 2023 - 2028; Draft Project of the Standing Committee, Chairman, Vice Chairman of the 8th Central Committee of the Vietnam Farmers' Union, term 2023 - 2028...

In the first 6 months of 2023, the Associations at all levels have focused on leading and directing the completion of the Congresses of the Farmers' Associations at the grassroots and district levels. To date, 9/63 Farmers' Associations at the provincial level have successfully organized the Congresses. The results of the Association's work and the farmers' movement have directly contributed to the growth of the agricultural sector and the country, creating livelihoods, jobs and stable income for farmers. The emulation movements launched by the Association, especially the movement of farmers competing in production, good business, solidarity to help each other get rich and sustainably reduce poverty, continue to develop extensively and improve in quality, have spread, attracting members and farmers to participate. Good farmers in production and business at all levels play a core role in agricultural development and new rural construction.

Chairman of the Vietnam Farmers' Union Luong Quoc Doan said that, in addition to the positive results achieved, the life and production of members and farmers as well as the activities of the Union and the farmers' movement in the first 6 months of the year also faced many difficulties and limitations. The prices of agricultural materials and animal feed were unstable and increased, while the prices of some agricultural products, especially pork and poultry, were low and difficult to consume, affecting the efficiency of production, business, livelihood, employment and income of farmers; natural disasters occurred abnormally and extremely, causing great damage to people and property of farmers.

Chairman of the Vietnam Farmers' Union Luong Quoc Doan asked delegates to objectively and substantially evaluate the results achieved in the work of the Union and the farmers' movement in the first 6 months of the year. At the same time, analyze the causes of the shortcomings and limitations; difficulties and inadequacies in organizing and implementing the targets, tasks and solutions of the Union and the farmers' movement in 2023; discuss and agree on key tasks for the last 6 months of the year, especially the organization of the Provincial Farmers' Union Congress and the 8th National Congress of the Vietnam Farmers' Union for the 2023-2028 term.

Regarding the draft Political Report of the Central Executive Committee of the Vietnam Farmers' Union, term VII, to be presented to the 8th Congress, Chairman of the Vietnam Farmers' Union Luong Quoc Doan suggested that delegates focus on discussing and giving opinions on the title of the political report, on the targets set for the 2023-2028 term; key tasks and solutions, and breakthroughs.

Chairman of the Vietnam Farmers' Union Luong Quoc Doan emphasized: This session will discuss and decide on very important contents, of great significance to the work of the Union and the farmers' movement in the next 5 years; especially carefully and thoughtfully preparing documents and personnel procedures to successfully organize the 8th National Congress of the Vietnam Farmers' Union for the 2023-2028 term.

Regarding the tasks for the last 6 months of the year, the Central Executive Committee of the Association focuses on leading the Association at all levels to overcome difficulties, strive, promote propaganda, mobilize members and farmers to effectively implement the Party's policies and resolutions, the State's policies and laws, focusing on policies and laws on agriculture, farmers and rural areas; carefully prepare and successfully organize the Provincial Farmers' Association Congress and the 8th National Congress of the Vietnam Farmers' Association. In addition, strengthen the construction and consolidation of the Association's organization; innovate the content, methods and activities of the Association in a practical, effective and substantial direction, associated with the construction and development of the model of branches and groups of the Professional Farmers' Association, support production and improve the lives of members and farmers to gather and attract farmers to the Association. Units do a good job of discovering, creating sources, selecting, planning, training and fostering the team of Association officials from the Central to the grassroots level; Organize the 2023 civil servant recruitment exam for the Central Office of the Vietnam Farmers' Union.

The Association at all levels actively participates in effectively implementing socio-economic development programs, especially the 3 National Target Programs; coordinates with relevant ministries and branches to organize the Prime Minister's Conference to dialogue with farmers in 2023 and major events of the Association; actively and proactively coordinates with enterprises to supply seeds, materials, agricultural machinery, support farmers in consuming agricultural products; focuses on guiding farmers to build geographical indications, issue growing area codes, build agricultural product brands; promotes vocational training and supports farmers to change occupations, create jobs, increase income, improve life...
