Implementing the motto of "3 before" (proactive prevention in advance; early detection and handling; prepared means and materials in advance) and "4 on-site" (on-site forces; on-site means and materials; on-site logistics; on-site command), the commune-level police force propagated, mobilized and urgently evacuated people at vulnerable points and communes with dikes to safe places.
The provincial traffic police force coordinates with the commune-level police to strengthen patrols and guard to grasp the situation and developments of dikes, embankments, key points, and recently completed dike repair works, especially culverts across the dikes, promptly detect and notify the authorities for handling. Deploy checkpoints, guide, direct traffic, place warning signs, regulate traffic, ensure traffic safety on key routes and areas, strictly control people and vehicles passing through key points, areas with overflow, deep flooding, fast-flowing water, landslide areas, etc.
