The People's Committee of Hai Duong province has just issued instructions on the arrangement and assignment of management positions such as heads and deputy heads of departments, offices, and branches under the management of the Provincial People's Committee, departments, branches, and district-level People's Committees when implementing the arrangement of the organizational apparatus.
Accordingly, the head of the Party Committee, agency, or unit must bear primary responsibility for reviewing and evaluating civil servants under their management. The arrangement and assignment of civil servants must be carried out seriously, carefully, scientifically, and strictly; ensuring democracy, impartiality, objectivity, and specific criteria; the entire work process and dedication of civil servants must be considered; and the work requirements must be such that civil servants are assigned to positions that are appropriate and that maximize their capacity and strengths.
The selection, arrangement and assignment of civil servants in leadership and management positions must be based on professional qualifications, capacity, strengths, reputation, work experience, products recognized by outstanding achievements and annual civil servant assessment results, in accordance with the functions and tasks of the organization to ensure inheritance and development.
Civil servants must comply with the decisions and arrangements of the Party Committee and leaders of the agency or unit.
For the assigned leaders, they must ensure the criteria of political qualities, ethics, lifestyle, sense of organization and discipline; professional capacity, work experience; results of performing assigned duties and responsibilities in the last 3 years; prestige and leadership and management capacity and criteria associated with the standards of the Party Committee structure and planning to serve the personnel work of the Party Congress for the 2025-2030 term.
For deputies, the arrangement criteria are the same as for heads. In the immediate future, the number of deputies after the arrangement and consolidation may be higher than the regulations but must not exceed the number of deputies currently in the departments and units when merging. Within 5 years, the number of deputies will be reduced to the correct number according to general regulations.
The guidelines clearly state that Party committees, Party organizations, and collective leadership of agencies, units, and localities must not assign people with family relationships to certain positions in accordance with Regulation 114-QD/TW dated July 11, 2023 of the Politburo on controlling power and preventing and combating corruption and negativity in personnel work.
In case there is no personnel plan that meets the requirements and the personnel is a highly trusted family member, it must be reported to and approved by the immediate superior Party Committee before being arranged.
