Guidance for post-merger communes in implementing the National Target Program on New Rural Construction, phase 2021 - 2025

1. For communes formed after the arrangement from communes with the same recognized standard level:

- The District People's Committee directs relevant localities and units to review the standard level according to the requirements of the National Criteria for New Rural Communes, Advanced New Rural Communes and Model Communes for the period 2021-2025 and submits it to the Provincial People's Committee to recognize the commune as meeting the new rural/advanced new rural/model new rural standards in the period 2021-2025 (the year of recognition is the year the commune fully meets the conditions and standard level according to regulations). At the same time, direct the development of specific plans, continue to strive to implement: improve the quality of the following criteria; build advanced new rural communes for communes that have met the new rural standards; build model communes for communes that have met the advanced new rural standards or build a smart new rural commune model for communes that have met the advanced/model standards in places with conditions, as specifically prescribed by the Provincial People's Committee.

2. For communes formed after the arrangement between communes that have been recognized as meeting advanced new rural standards and some communes that have met new rural standards or have not met new rural standards.

- The district-level People's Committee directs relevant localities and units to review and implement: building new rural areas for communes formed after the reorganization between communes recognized as meeting advanced new rural standards and communes that have not met new rural standards; building advanced new rural areas for communes formed after the reorganization between communes recognized as meeting advanced new rural standards and communes recognized as meeting new rural standards. When the commune has ensured that it fully meets the conditions and standards according to regulations, the provincial People's Committee directs the implementation of procedures, records for consideration and recognition of communes meeting new rural standards/meeting advanced new rural standards according to regulations.

3. For communes formed after the arrangement between communes that have been recognized as meeting model new rural standards and some communes that have met advanced new rural standards/new rural standards/not yet meeting new rural standards:

- The district-level People's Committee directs relevant localities and units to review and implement: building new rural communes for communes formed after the reorganization between communes that have been recognized as meeting model new rural standards and communes that have not met new rural standards; building advanced new rural communes for communes formed after the reorganization between communes that have been recognized as meeting model new rural standards and communes that have been recognized as meeting new rural standards; building model new rural communes for communes formed after the reorganization between communes that have been recognized as meeting model new rural standards and communes that have been recognized as meeting advanced new rural standards. When the commune has ensured that it fully meets the conditions and standards according to regulations, the provincial People's Committee directs the implementation of procedures, records for consideration and recognition of communes meeting new rural standards/meeting advanced new rural standards/meeting model new rural standards according to regulations.
