The Government has just issued a decree regulating policies to support plant and animal varieties... or part of the initial production costs to restore agricultural production in areas damaged by natural disasters and plant pests.
On January 10, the Government issued Decree No. 9/2025/ND-CP stipulating policies to support agricultural production to restore production in areas damaged by natural disasters and plant pests.
This Decree provides for policies to support plant varieties, livestock, aquaculture, forestry, salt production or part of the initial production costs to restore agricultural production in areas damaged by natural disasters and plant pests.
Supported subjects are individuals, households, farm owners, cooperative groups, cooperatives, cooperative unions, agencies and units of the people's armed forces (excluding enterprises of the armed forces) engaged in cultivation, forestry, animal husbandry, aquaculture, salt production (hereinafter referred to as production establishments) suffering damage due to natural disasters and plant pests.
According to the decree, rice that is damaged over 70% of the area within 1-10 days of planting will be supported with 6 million VND/ha, and rice that is damaged from 30-70% of the area will be supported with 3 million VND/ha;
Rice after planting from 10 - 45 days with damage over 70% of the area will be supported with 8 million VND/ha, damage from 30 - 70% of the area will be supported with 4 million VND/ha.
Rice after planting for more than 45 days with damage over 70% of the area will be supported with 10 million VND/ha, damage from 30 - 70% of the area will be supported with 5 million VND/ha.
Seedlings damaged over 70% of the area will be supported with 30 million VND/ha, damaged from 30 - 70% of the area will be supported with 15 million VND/ha.
For annual trees in the seedling stage (planted to 1/3 of the growing period) that are damaged over 70% of the area, support will be 6 million VND/ha, damage from 30 - 70% of the area will be supported 3 million VND/ha.
During the growing stage (1/3 to 2/3 of the growing period), if more than 70% of the area is damaged, support will be 10 million VND/ha, damage from 30 - 70% of the area will be supported 5 million VND/ha.
In the pre-harvest stage (over 2/3 of the growing period), damage to over 70% of the area will be supported with 15 million VND/ha, damage to 30 - 70% of the area will be supported with 7.5 million VND/ha.
For perennial crops and orchards in the basic construction period with damage of over 70% of the area will be supported with 12 million VND/ha, and for damage of 30 - 70% of the area, support will be 6 million VND/ha.
Orchards in the business period that are damaged in terms of yield but the trees do not die, if the damage is over 70% of the area, will be supported with 20 million VND/ha, damage from 30 - 70% of the area will be supported with 10 million VND/ha.
Orchards in the business period that are damaged causing the trees to die or are assessed as having no ability to recover to normal state or parent orchards in the stage of exploiting propagating materials that are damaged over 70% of the area will be supported with 30 million VND/ha, damage from 30 - 70% of the area will be supported with 15 million VND/ha.
Seedlings in the nursery stage are propagated from materials exploited from parent trees. Parent tree gardens with damage of over 70% of the area will be supported with 60 million VND/ha, and those with damage of 30 - 70% of the area will be supported with 30 million VND/ha.
The Decree also stipulates the level of support for forestry damaged by natural disasters and plant pests, the highest is 60 million VND/ha for slow-growing trees, with a nursery period of less than 12 months, damaged by over 70%, the lowest is 4 million VND/ha for forest trees, non-timber forest products planted on newly planted forestry land, up to half of the exploitation cycle, damaged by 30 - 70%.
In addition, the decree also specifically stipulates the procedures and responsibilities of People's Committees at all levels in implementing support.
Accordingly, the Chairman of the Commune People's Committee shall establish an Inspection Team to coordinate with the production facility to conduct statistics and assess the extent of damage and report to the Commune People's Committee for resolution.
The inspection team includes representatives of the People's Committee at the commune level, representatives of some local socio-political organizations, representatives of villages and residential groups. If necessary, the Chairman of the People's Committee at the commune level decides to invite representatives of the People's Committee at the district level to participate in the inspection team. The inspection team coordinates with the production facility to organize statistics, assess the extent of damage, and specific support needs to report to the People's Committee at the commune level...
Decree No. 9/2025/ND-CP takes effect from February 25, 2025, replacing Decree No. 02/2017/ND-CP dated January 9, 2017 of the Government on mechanisms and policies to support agricultural production to restore production in areas damaged by natural disasters, epidemics, etc.
