People who have a level 2 electronic identification account will have their electronic identification displayed on the VNeID application from July 1.
The information is stated in Decree 69/2024, effective from July 1, regulating electronic identification and authentication. Accordingly, electronic identification is presented as a feature and utility on the citizen's VNeID account. The display form of electronic identification will be regulated by the Minister of Public Security.
The electronic ID card is issued at the same time as the level 2 electronic identification account is issued to Vietnamese citizens. For those who already have a level 2 electronic identification account, the Ministry of Public Security is responsible for creating and displaying the electronic ID for them on VNeID from July 1.
Currently displayed on VNeID is information about the citizen identification card. From July 1, the display will be electronic identification, which has the same legal value as a hard copy identification card. Electronic identification is permanently stored in the electronic identification and authentication system. Historical information about the use of electronic identification is also stored in the system for 5 years from the time of use.
People can request to lock their electronic ID cards directly at the commune or ward police station or the provincial or district police ID management agency. People can also request to lock their electronic ID cards on the VNeID application using the available TK03 form. Immediately after receiving the request, the ID management agency is responsible for locking the electronic ID card.
The electronic identification and authentication system automatically scans, checks and unlocks the electronic ID when there is no longer a locking basis.
In addition, the national public service portal account of individuals will be used until June 30. From July 1, people will use VNeID accounts to log in to the national public service portal, public service portals of ministries and branches such as the public service portal of the Ministry of Public Security and Vietnam Social Security.
To link the national public service portal account and the VNeID account, people need to check whether the national public service portal account has been updated with the population database. If not, people will update the identification number according to the instructions after logging in. Finally, users just need to log in to VNeID for the system to link the account.
Citizens' VNeID accounts will be divided into two levels: 1 and 2. Level 1 is used to access and use information about electronic identities and some basic features. Level 2 is used to exploit and use electronic identities, information other than the information integrated into the shared electronic identity, integrated from the national database, specialized databases and all utilities on the application.
People can register for a level 1 identification account and will receive a response within 1 day. For level 2, people must go to the police station of the commune or ward to register and the time limit for receiving an account is no more than 3 working days.
VNeID is an application developed by the National Population Data Center (under C06 of the Ministry of Public Security) based on the database of identification, population and electronic authentication. The application was created to replace traditional documents after being integrated such as citizen identification, household registration, temporary residence, temporary absence, driver's license, vehicle registration, insurance...
The Ministry of Public Security has deployed 12 utilities on VneID with more than 1.5 million visits and daily usage of the utilities. On this application, Hanoi has deployed the issuance of Criminal Record Certificates since April 22 so that people can do it by phone, without having to go to the headquarters of public agencies.
