Two universities under the Ministry of Public Security are allowed to provide intermediate level training.

The Government Office has just issued Notice 33 on the conclusions of Deputy Prime Minister Tran Hong Ha at a meeting on the proposal to allow the Fire Prevention and Fighting University and the People's Public Security University of Engineering and Logistics to organize intermediate-level training.

Accordingly, on January 18, Deputy Prime Minister Tran Hong Ha chaired a meeting to listen to the Ministry of Public Security's proposal to allow the Fire Prevention and Fighting University and the People's Public Security University of Engineering and Logistics to organize intermediate-level training.

After listening to the report of the Ministry of Public Security and the opinions of the delegates attending the meeting, Deputy Prime Minister Tran Hong Ha concluded: The Government and the Prime Minister welcome the Ministry of National Defense and the Ministry of Public Security for always upholding the positive spirit and proactively training the country's human resources in the new situation.

The Deputy Prime Minister basically agreed with the report of the Ministry of Public Security on the necessity of training human resources in the police force with intermediate qualifications to meet the requirements of the task of protecting national security and ensuring social order and safety that the Party and State currently set for the police force, in accordance with the characteristics of schools in the armed forces.

In order to promptly meet the requirements of the task and be consistent with the Party's policies and relevant legal regulations, the Deputy Prime Minister requested that in the long term, the Ministry of Public Security coordinate with the Ministry of Education and Training and the Ministry of Labor, War Invalids and Social Affairs to continue reviewing and studying the Laws on Education, Higher Education and Vocational Education to advise on amendments, ensuring connectivity for learners.

The Deputy Prime Minister requested that in the immediate future, the Ministry of Public Security, based on its assigned functions and tasks, develop a project to establish intermediate-level training institutions under the Fire Prevention and Fighting University and the People's Public Security Technical and Logistics University on the basis of arranging and perfecting the organizational structure of these two universities to ensure compliance with the spirit of "continuing to innovate and arrange the organizational structure of the Ministry of Public Security to be streamlined and operate effectively and efficiently" of Resolution No. 22, dated March 15, 2018 of the Politburo. At the same time, the Ministry of Home Affairs shall appraise or consider the training cooperation plan between these two higher education institutions and vocational education institutions to organize training to grant intermediate degrees to learners.

It is known that according to current regulations, from 2017, universities are not allowed to provide intermediate training; from 2019, universities are not allowed to provide college training.
