The Provincial People's Committee assigned the People's Committees of Chi Linh City and Kinh Mon Town to direct local authorities, agencies, units, and forest owners in the area to coordinate with the District Forest Protection Department to annually review and supplement key forest fire areas. Determining key fire areas should be based on the state of the forest, vegetation under the forest canopy, and a number of factors such as terrain, climate, soil, canopy cover, vegetation cover, distribution of combustible materials on the ground, population distribution, and socio-economic activities... At the same time, continue to strengthen and perfect the activities of the Forest Fire Prevention and Fighting Command Committees at the district and commune levels.
When forest fires are forecast at level IV and level V, a 24/7 force must be deployed. People who are not on duty are prohibited from entering the forest and carrying out production and business activities in the forest such as clearing and burning vegetation, setting fires inside and along the forest edge... Promptly detect fire spots and mobilize forces and means to extinguish them, preventing the fire from spreading widely.
Forest fire fighting must ensure the principle of 4 on-site (on-site command, on-site forces, on-site means and on-site logistics). Forest fire extinguishing must be urgent, timely and thorough to minimize damage to forest resources and ensure absolute safety for people, vehicles and property.
