Hai Duong approves list of public services in the field of natural resources and environment

On the morning of August 12, the 24th session of the Hai Duong Provincial People's Council passed a resolution promulgating a list of public career services using the state budget in the field of natural resources and environment in the province.

In the newly approved list, surveying, mapping and remote sensing services are regulated separately and in detail for each category. These include surveying and creating topographic maps; surveying and creating cadastral maps of all scales, establishing cadastral records; correcting cadastral maps; surveying and correcting cadastral survey extracts or correcting each land plot of a cadastral map; surveying assets attached to land; digitizing and converting cadastral map coordinates... The items are regulated in detail for each case, measurement object, and scale of the measurement area.

The new list also provides detailed regulations on the management and operation of the automatic and continuous environmental monitoring system, including 4 items: management and operation of the center for receiving, transmitting and managing automatic and continuous environmental monitoring data; management and operation of automatic and continuous surface water and ambient air quality monitoring stations; and management and operation of information technology infrastructure serving the system for receiving and transmitting automatic and continuous environmental monitoring data.

According to the People's Committee of Hai Duong province, the list of public career services using the State budget in the field of natural resources and environment in Hai Duong province issued in Decision No. 3446/QD-UBND dated November 28, 2016 of the People's Committee of the province has some items that are not in accordance with the Government's regulations.

In which, surveying services are grouped together with registration services, land records, granting certificates of land use rights, house ownership rights and other assets attached to land in the group of land sector services. Database construction services are grouped in the group of services in the field of storage and information technology.

Some categories in Decision No. 3446/QD-UBND are not detailed, missing some categories such as management services, operating automatic and continuous environmental monitoring systems...
