Hai Duong creates breakthrough in traffic infrastructure

Identifying transportation as a leading field, paving the way, promoting socio-economic development, in recent times Hai Duong province has focused on implementing key transportation projects and works, gradually completing synchronous and modern infrastructure.

The East-West Axis Road is a key project to implement the Resolution of the 17th Hai Duong Provincial Party Congress for the 2020-2025 term. The 36.6 km long route passes through Thanh Mien, Ninh Giang, and Tu Ky districts.

The starting point of the route intersects with provincial road 392C at km7+470, adjacent to and connected to the Chanh River overpass construction project (invested by Hung Yen province), in Doan Ket commune (Thanh Mien). The end point of the project intersects with provincial road 391 at km24+600 in Cong Lac commune (Tu Ky).

The project is a grade III road, with a roadbed width of 12 m, a road surface width of 11 m, and a design speed of 80 km/h. It is planned to build and renovate 6 bridges along the route. The project is divided into 3 main construction packages, namely packages 11, 14, and 19, with a total investment of about 1,700 billion VND.

Construction started in early April 2022, overcoming difficulties in site clearance and fluctuations in raw material sources, contractors have made efforts to speed up the progress. In order to complete the project on time, the construction unit has mobilized maximum human resources, vehicles, and machinery, determined to overcome the sun, overcome the rain, and forget the cold winter days. The project site is always bustling even on holidays and Tet. It is expected that in April 2024, the contractor will complete and hand over the road to the investor.

The Dong Viet bridge approach project connecting to National Highway 37 had an unfavorable start due to prolonged land clearance problems. However, when the difficulties were resolved, the project became a bright spot in terms of construction progress. Construction began in May 2023 and is expected to be completed in April 2024, 2 months earlier than the original plan. To create a synchronous connection with Dong Viet bridge invested by Bac Giang province, Hai Duong is implementing the construction of a bridge approach road connecting to National Highway 37 with a total cost of more than 469.8 billion VND. The route is nearly 5.3 km long, starting at km8+590 in Hung Dao commune, and ending at the intersection with National Highway 37 in Cong Hoa ward (in the same city as Chi Linh). The approach road is designed as a level II plain road, with a roadbed width of 22.5 m and a speed of 80 km/h.

The Thanh Mien District North-South Axis Road Construction Project Phase 1 is a key project to implement the Resolution of the Hai Duong Provincial Party Congress. The route is about 6 km long, starting at the intersection with Provincial Road 392 in Nhan Quyen Commune (Binh Giang), and ending at the East-West Axis Road in Lam Son Commune (Thanh Mien). The scale is a level III plain road, with a design speed of 80 km/h. The project with a total investment of 400 billion VND will be implemented in the field from June 2023 and is expected to be completed in mid-2024. The route plays a very important role, helping Thanh Mien district connect with the Hanoi - Hai Phong expressway and the province's East - West axis, forming a main axis connecting the districts of Binh Giang, Thanh Mien, Ninh Giang, Tu Ky and strengthening traffic connections between Hai Duong and Hung Yen provinces, opening up many new opportunities for socio-economic development of Thanh Mien district and the southern region of Hai Duong province.

In addition to the above three projects, Hai Duong is implementing many important traffic projects to promote its geographical location advantages, attract investment capital, and improve the quality of people's lives.

In addition to provincial transport projects, the district level also pays attention to and prioritizes investment in transport works to promote regional connectivity.

Transport infrastructure is a material foundation that plays a particularly important role, contributing to promoting rapid, stable and sustainable economic growth. When the economy develops, it will create a premise to improve the quality of social infrastructure. Therefore, in recent times, Hai Duong has resolutely implemented inter-connected transport projects. The new routes will bring great expectations for socio-economic development.

With their importance and great impact, traffic projects always receive high support, agreement and consensus from the majority of people. Everyone hopes that when the main road opens, it will create opportunities. Mr. Nguyen Tien Dung in Do Chang village, Hong Du commune (Ninh Giang) is excited when the East-West axis road through the locality is urgently constructed and completed. Over 70 years old, witnessing the changes in his hometown, Mr. Dung believes that in the coming time, Ninh Giang district in particular and Hai Duong province in general will develop strongly when there is a new road.

The transport network is the lifeblood of the economy, so transport projects are always given priority for investment and implementation. However, during the implementation process, site clearance is always a major bottleneck. Due to the specific route, most of the reclaimed area is not the entire plot, affecting the rights of the people.

However, authorities at all levels have actively intervened and flexibly applied solutions to quickly bring the project to construction in the field. In 2023, localities in the province cleared thousands of hectares of land to serve the construction of traffic projects.

Comrade Nguyen Ngoc Sam, Provincial Party Committee member, Secretary of Tu Ky District Party Committee, the locality where the East-West axis road of the province passes through, said: “Clearly identifying the role and importance of traffic projects in the area, the district is always proactive and takes the lead in site clearance work, creating consensus among the people. Thanks to that, the recovery and handover of clean land for implementing traffic projects in the district is relatively favorable”.

With the imprints and highlights of the transport infrastructure in recent times, Hai Duong will continue to complete the synchronous and modern transport network, keeping up with the requirements of socio-economic development. The province will propose to the Prime Minister and the Ministry of Transport to soon upgrade and renovate National Highway 37 through the Con Son - Kiep Bac relic site. At the same time, coordinate with neighboring provinces and cities to implement regional transport projects, creating momentum for common growth.

Comrade Luu Van Ban, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee affirmed that traffic infrastructure is a major breakthrough of Hai Duong in this term.

Transportation will lead and promote the development of economic sectors and fields. From there, it will create investment resources for the province's transportation network.
