According to the Air Quality Management Plan in Hai Duong province for the period 2025 - 2030, the province has determined that by 2030 it will not accept investment projects with outdated technology that emit large emissions.
Accordingly, in the period of 2021 - 2024, Hai Duong province will monitor the environmental status with a frequency of 4 monitoring sessions/year, with 77 periodic air environment monitoring points.
Through the assessment of environmental quality changes and inventory of emissions from emission sources in the province, it is shown that in general, the air quality of Hai Duong province is relatively stable at a good level. However, some areas such as Hai Duong city, Chi Linh city, Kinh Mon town, Tu Ky, Binh Giang, Cam Giang districts... have higher dust concentrations than other areas due to the concentration of industrial parks, mines and crowded traffic systems. However, along with the urbanization process, the strong development of socio-economy, especially industry and traffic, shows the potential risk of emitting some substances that can pollute the air environment in the province such as: dust (TSP, PM10, PM2.5), gases CO, SO2, NO2... and especially greenhouse gas CO emissions2.
The plan sets a target for 2025, Hai Duong will continue to maintain the basic parameters in the ambient air environment with concentration values meeting and within the GHCP threshold according to QCVN 05:2023/BTNMT throughout the province. At the same time, strengthen warning, forecasting, monitoring and controlling air quality.
By 2030, for point source emissions, Hai Duong strives for 100% of enterprises to be required to install and operate automatic and continuous gas and dust monitoring systems and transmit data online to the Department of Natural Resources and Environment for monitoring and management.
100% of enterprises that emit dust and gas emissions must invest in installing and operating dust and gas emission treatment systems that meet environmental technical standards. Minimize energy use, save energy by 3-5%. Plan the proportion of trees to reduce greenhouse gas emissions in industrial production areas by 20%, in urban areas by 10%. Do not accept investment projects with outdated technology that emit large amounts of gas emissions and pose a high risk of environmental pollution.
100% of establishments in the production and service business sector that are at risk of causing environmental pollution according to the Law on Environmental Protection 2020 must conduct emissions inventories.
For emissions from mobile sources, the concentration of TSP dust will be reduced, the public transport network will be developed, meeting 5 - 10% of the people's travel needs. Eliminate and strictly prohibit 100% of motor vehicles that are no longer qualified to participate in traffic...
