Hai Duong does not establish a Department of Ethnic Minorities and Religions

According to Decree No. 45/2025/ND-CP dated February 28, 2025 of the Government regulating the organization of specialized agencies under the People's Committees of provinces and centrally run cities and People's Committees of districts, towns, provincial cities and centrally run cities, The Department of Ethnic Minorities and Religion advises and assists the Provincial People's Committee in performing the function of state management of ethnicity, belief and religion.

The Department of Ethnic Minorities and Religions is established when all the following criteria are met: There are at least 20,000 ethnic minorities living in concentrated village communities; there are at least 5,000 ethnic minorities in need of the state's focus on helping and supporting development; there are ethnic minorities living in areas of importance to security and national defense; areas of intercropping, inter-residential or border areas where many ethnic minorities from our country and neighboring countries frequently travel back and forth.

For localities that do not have a separate Department of Ethnic Minorities and Religion, the functions and tasks will be transferred to the Department of Home Affairs.

Hai Duong province did not establish the Department of Ethnic Minorities and Religions because it did not meet the criteria, but transferred the functions and tasks of state management of ethnic minorities from the Provincial People's Committee Office to the Department of Home Affairs, together with the existing Department of Religion of the department to establish the Department of Religion and Ethnic Minorities under the Department of Home Affairs.
