According to the report of the Department of Natural Resources and Environment, Hai Duong currently has 3 sources of raw materials used for land leveling including: hill soil; alluvial soil and sand and ash from thermal power plants.
Regarding hilly land used as filling materials, there are currently 22 mineral areas suitable for planning that can provide materials for filling, of which there are more than 59 million m3 of filling soil and more than 3.9 million m3 of filling sand.
Regarding alluvial soil and sand used as filling materials, in the province there is only one licensed location with a reserve of 3.39 million m3. In addition, there is the Thoi mine in Tuan Viet commune (Kim Thanh) with a reserve of about 0.33 million m3 and the sand mine for filling and clay for making bricks and tiles at Kinh Mon river bank in Tran Xa village, Lac Long commune (Kinh Mon) with a reserve of more than 0.2 million m3, which continues to be included in the planning and auction of mineral exploitation rights.
The ash and slag source of Jaks Hai Duong Power Company Limited (Kinh Mon) has about 1.1 million tons of ash and slag that can be leveled. Currently, this Company is temporarily suspending the supply to complete related procedures.
There are currently 11 mines of hill soil and alluvial sand used as filling materials but they cannot be put into exploitation due to many obstacles in procedures and conditions for auctioning exploitation rights. To overcome the shortage of landfill materials, the Department of Natural Resources and Environment proposed that the People's Committee of Hai Duong province direct relevant departments and branches to focus on consulting and shortening the time for handling administrative procedures to soon provide landfill materials to the market. The Provincial Tax Department shall preside over and coordinate with the Department of Finance to soon have a viewpoint to remove obstacles in determining financial obligations for land in areas that must close mines to soon auction mineral exploitation rights.
