The Steering Committee for Natural Disaster Prevention and Search and Rescue of Hai Duong province requested localities and units to monitor the weather situation, check and review water sources in the area to update plans to prevent heat, drought, water shortage and saltwater intrusion.

Implementing the Prime Minister's Directive and the Provincial People's Committee's dispatch on strengthening measures to prevent heat, drought, water shortage, and saltwater intrusion, the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue requests localities and units to closely monitor developments and forecasts of weather, hydrometeorology; check, review, and grasp information on water resources in the area to update plans to prevent heat, drought, water shortage, and saltwater intrusion.

Organize propaganda and guide people to be flexible in storing fresh water, preventing loss and waste. Comply with the direction and guidance of the Department of Agriculture and Rural Development and relevant departments and branches on preventing heat, drought, water shortage, and saltwater intrusion. In case of water shortage, priority must be given to providing enough water for daily life and important areas. Effectively operate irrigation systems and works to collect and store water to ensure meeting the minimum water demand for irrigation of crops, limiting damage to production and business, especially agricultural production.

Identify areas at risk of domestic water shortage to proactively organize and implement solutions to ensure water supply for people, so that people do not lack domestic water.

Actively dredge silted canals and reservoirs to restore and increase water storage capacity. Review and assess the water intake capacity of irrigation works, especially along rivers and canals with low water levels, increased salinity intrusion and pollution, to implement appropriate adaptation solutions. Speed ​​up construction progress and put irrigation works into operation and use soon.

Organize inspections, checks and strictly handle violations of irrigation works, violations of discharge into irrigation systems, especially violations in domestic water intake areas of surface water exploitation works.

Units managing and exploiting irrigation works prepare vehicles, machinery and equipment ready to mobilize to serve against drought, water shortage and saltwater intrusion. Implement reasonable operation of irrigation works to discharge polluted water, take advantage of water when salinity is at the allowable level to increase water storage in the fields and canal systems, coordinate with localities and units in the work of fighting drought, saltwater intrusion...

According to forecasts from specialized agencies under the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development, in the coming time, the temperature in the North will tend to be higher than the average of many years, especially in the summer; heat waves are likely to appear more frequently and more severely than the average of many years.

The flood season in the North is unlikely to come early. The amount of water upstream to rivers in Hai Duong province continues to decrease compared to the average of many years and the same period last year, the water level of the main river in the fields is low, along with the water pollution in the Bac Hung Hai system affecting water intake for production. The downstream areas in Tu Ky, Thanh Ha, Kim Thanh districts and Kinh Mon town are on guard against saltwater intrusion deep into the fields.
