The Hai Duong Provincial Department of Environmental Protection will be dissolved to establish the Environmental Management Department under the Department of Natural Resources and Environment.
The People's Committee of Hai Duong province has just decided to dissolve the Department of Environmental Protection and transfer the functions and tasks of state management of environmental protection to the Department of Natural Resources and Environment to establish the Department of Environmental Management under this department. The dissolution date is from January 1, 2025.
The Provincial People's Committee assigned the Department of Natural Resources and Environment to advise the Provincial People's Committee to issue a decision amending and supplementing Decision No. 09/2023/QD-UBND dated March 22, 2023 of the Provincial People's Committee stipulating the position, functions, tasks, powers and organizational structure of the Department of Natural Resources and Environment. Issue regulations on the functions and tasks of the Environmental Management Department in accordance with the provisions of law.
The above arrangement is in accordance with Circular No. 05/2021/TT-BTNMT dated May 29, 2021 of the Ministry of Natural Resources and Environment on guiding the functions, tasks and powers of the Department of Natural Resources and Environment under the Provincial People's Committee, and the Department of Natural Resources and Environment under the District People's Committee.
The Provincial Department of Environmental Protection was established under Decision No. 2011/QD-UBND dated June 12, 2008 of the People's Committee of Hai Duong province. The Department has the function of advising the Director of the Department of Natural Resources and Environment to issue, within its authority, or submit to competent authorities to issue and approve legal documents, programs, plans, projects, and proposals on environmental protection in the province and organize the implementation of legal documents, programs, plans, projects, and proposals on environmental protection approved or issued by competent state agencies. The Department has 13 employees and 1 contract employee.
After dissolving the Department of Environmental Protection, the Department of Natural Resources and Environment has 7 specialized departments and 5 affiliated public service units (including the Land Fund Development Center, the Provincial Land Registration Office, the Information Technology Center, the Environmental Monitoring and Analysis Center, and the Center for Natural Resources and Environment).
