At the 28th session of the Hai Duong Provincial People's Council scheduled to open on December 9 (the regular session at the end of the year), the Provincial People's Committee submitted a proposal to approve the content of the Urban Development Program of Chi Linh City until 2040.
This program aims to concretize the resolution of the Provincial Party Congress, provincial planning, adjust the general planning of Chi Linh City until 2040, build and develop Chi Linh City into a type II urban area in the period 2026-2030.
The total required budget is expected to be more than 72,000 billion VND in the two phases of 2023 - 2030 and 2031 - 2040.
The scope of the Chi Linh City Urban Development Program to 2040 includes the entire boundary area of Chi Linh City according to the project approved by the Hai Duong Provincial People's Committee in Decision No. 555/QD-UBND dated February 25, 2022 with a natural area of more than 28,292 hectares, 14 inner-city wards, and 5 suburban communes.
The nature of the urban center of the northern region of the province, the provincial-level general center, is a traffic and exchange hub in the country and internationally, playing a role in promoting the socio-economic development of the northern region of Hai Duong province and neighboring areas.
Chi Linh City will be a cultural, service and tourism center with great potential for developing tourism, sports, ecology, exploration, resort and entertainment services.
At the same time, it is a smart urban area - green ecology - attractive resort and entertainment urban area and a dynamic urban area, economic, scientific, cultural, tourism and service center of the northern region of Hai Duong province and neighboring areas; developing high-tech industry and high-tech agriculture, organic agriculture, with an important position in national security and defense.
By 2030, Chi Linh City will be a type II urban area in the urban system of Hai Duong province and the country. The total score of Chi Linh City in 2024 is 71.52/100 points according to the criteria of a type II urban area (the minimum score according to the criteria of a type II urban area is 75 points).
The orientation of zoning for urban development in Chi Linh until 2040 is divided into 3 areas: the core area for developing cultural and ecological tourism, resorts associated with preserving special national cultural heritage; the area north of National Highway 18 for developing ecological agriculture associated with resorts; the area for developing new urban areas, commercial services and high-tech industry.
In the main urban development indicators of Chi Linh City, the number of newly established wards is expected to be 5 (2 wards will be established in the 2025 - 2030 period, 3 wards will be established in the 2035 - 2040 period).
