After listening to the Ministry of Transport report on the content of the North-South high-speed railway investment project and the implementation status of railway projects connecting with China, and the opinions of the comrades attending the meeting, the Government Standing Committee concluded as follows: The North-South high-speed railway investment project has been agreed by the Politburo and the Party Central Committee to invest in the entire route with a design speed of 350 km/h, transporting passengers, meeting the dual-use requirements for national defense and security, and being able to transport goods when necessary. This is a particularly important project for the country's development, contributing to raising the country's position and foundation in the new era, so it requires ministries and branches to be highly determined, make great efforts, and take drastic actions to implement it.

For stations, it is necessary to calculate and determine a large enough area, ensuring a long-term strategic vision to develop full and modern services, effectively exploit land resources and new development space.
Regarding the function, the Politburo has agreed on the function of passenger transport, meeting the dual-use requirements for national defense and security and being able to transport goods when necessary; combining the economy and national defense and security.
