Crowds of people register cars when car registration fee is reduced by 50%

Due to the 50% reduction in car registration fees, some car registration points in Hanoi are overloaded, with people lining up to complete the license plate issuance procedures.

On December 2, the General Department of Taxation and the Traffic Police Department issued an urgent recommendation to encourage people to register their vehicles online to avoid COVID-19 infection.

Domestically produced and assembled cars will have their registration fees reduced by 50% from December 1 to May 31, 2022. The reduction in registration fees does not reduce the price of the car but reduces the cost of buying a new car. Accordingly, people benefit, reducing costs by 15 million to over 298 million VND/car, depending on the type. Although the registration fee is reduced by 50% for 6 months, many people are still eager to have a car soon at the end of the year. Some people bought a car 2-3 months ago but waited until early December 2021 to register the car.

During the two days of the tax reduction policy, the number of people coming to register their cars was still overwhelming. According to Mr. NAP (a parking attendant at the car registration point at 342 Thai Ha, Dong Da District, Hanoi), this second day was less crowded but still increased dramatically compared to the days before the tax reduction. On the first day (December 1) of the registration fee reduction, some people had to queue from morning until late afternoon to complete the procedure to receive the license plate.

According to Tin Tuc reporters at 342B Thai Ha Street, as of 3:30 p.m. on December 2, the number of people coming to register their vehicles was still high. Many people lined up from the yard to the registration rooms. Although authorities have repeatedly reminded people to maintain social distancing to prevent the spread of the epidemic, not many people have complied seriously.

Mr. NHN (46 years old, Cau Giay district) said: “From 7:00 a.m. on December 2, I went to facility 2 at 1234 Duong Lang, Dong Da district to complete the new registration procedures for the pickup truck. More than a month ago, I learned that from December 1, the first registration fee for cars would be reduced by 50%. Therefore, even though I had bought the car for nearly 10 days, it was not until early December 2021 that I paid the registration fee, completed the procedures, and got the license plate. During the process of completing the procedures to pay the fee and get the license plate, I did not encounter any difficulties or problems and was enthusiastically guided by the traffic police," said Mr. NHN.

According to Vehicle Registration Team No. 2 of the Traffic Police Department, Hanoi City Police, the number of people coming to do procedures in the past 2 days has increased 3 times compared to before. In order to meet the needs of the people, the unit has increased equipment and staff, and extended working hours, working through lunch and on the evening of December 1, working until 10 p.m. to be able to return results to the people as quickly as possible.

Deputy Chief of Office of the General Department of Taxation Nguyen Duc Huy said: Through the reflection of tax departments on the sudden increase in the number of people coming to register to pay registration fees at collection points, especially on the first day of December 1, applying the 50% reduction in registration fees, to ensure the prevention of the COVID-19 epidemic and avoid congestion at tax offices, the General Department of Taxation recommends that organizations and individuals, after declaring registration fees and receiving notice of the amount of registration fees to be paid, can make electronic payments of registration fees using the file code on the notice or message of the tax authority via the National Public Service Portal or via Internet banking and Mobile banking payment channels of banks connected to the General Department of Taxation (Vietcombank, Vietinbank, Agribank, BIDV, TPBank, VPBank, MBBank).

“As for the Tax Departments of Hanoi and Ho Chi Minh City, they can declare online. Taxpayers can go to the General Department of Taxation's Electronic Information Portal (Etax) or the National Public Service Portal to electronically declare the registration fee,” said Mr. Nguyen Duc Huy.

Then, organizations and individuals go to the Traffic Police Department to be guided and checked on the completion of financial obligations regarding registration through electronic data on payment of car and motorbike registration fees transmitted by the tax authority and to handle vehicle registration procedures according to regulations.

According to the Traffic Police Department, Hanoi City Police (CATP) on the afternoon of December 2, nearly 1,000 cars were registered after 2 days of implementing a 50% reduction in registration fees. In order to serve the people, the Vehicle Registration and Management Team of the Traffic Police Department has arranged 100% of officers and soldiers as well as increased overtime work.

The Traffic Police Department recommends that people proactively declare the necessary procedures before bringing documents to the registration point to avoid wasting time. In addition, people should also register their vehicles online to minimize the time spent on procedures, while also avoiding crowds and ensuring social distancing to prevent the spread of the epidemic.
