Continuing to innovate the organizational and management system, improving the quality and efficiency of public service units is a major policy of the Party, which has been actively implemented by all levels and sectors.

On the afternoon of December 15, the Central Economic Committee held a conference to review 5 years of implementing Resolution No. 19-NQ/TW of the 12th Party Central Committee on continuing to innovate the organization and management system, improving the quality and efficiency of public service units (Resolution 19-NQ/TW).

Politburo member, Head of the Central Economic Commission Tran Tuan Anh; Minister of Home Affairs Pham Thi Thanh Tra; Deputy Head of the Central Economic Commission Do Ngoc An chaired the conference.

At the Hai Duong Provincial Party Committee bridge, members of the Provincial Party Committee Standing Committee: Nguyen Hong Son, Head of the Provincial Party Committee's Organization Committee; Nguyen Quang Phuc, Head of the Provincial Party Committee's Propaganda Department and comrade Nguyen Khac Toan, Provincial Party Committee member, Vice Chairman of the Provincial People's Council attended the conference. Also attending were many leaders of provincial departments, agencies, branches, unions, and representatives of the Standing Committee of the district-level Party Committee.

In his opening speech, Head of the Central Economic Commission Tran Tuan Anh emphasized that continuing to innovate the organizational and management system, improving the quality and efficiency of public service units is a major policy of the Party, which has been actively implemented by all levels and sectors and achieved many important results. The number of public service units has decreased, their operations have become increasingly effective, and their autonomy has increased. The number of employees receiving salaries from the state budget has gradually decreased, while the number of employees working in conjunction with the efficiency of providing public service units has increased; the participation of society has become increasingly stronger in developing public service units...

However, the implementation of the Resolution still faces many difficulties and limitations. Some agencies and units have not shown high determination, some work is still general, with unclear time, progress and results. The arrangement and reorganization of public service units is still mechanical, with low operational efficiency, failing to meet development requirements...

Head of the Central Economic Commission Tran Tuan Anh suggested that delegates focus on analyzing and evaluating more deeply the situation and results achieved after 5 years of implementing 5 groups of viewpoints, 2 goals and 8 groups of tasks and solutions set out in Resolution No. 19-NQ/TW, especially the specific tasks assigned to agencies and organizations associated with the responsibilities of Party committees and organizations. In addition, delegates contributed opinions to the draft Interim Report; gave opinions on groups of tasks and solutions to continue to effectively implement the Resolution in the coming time...; discovered typical models, good, creative and effective practices that have been verified in practice to propose replication nationwide.

With the presentation "Experience in arranging, innovating, improving autonomy, quality and efficiency of public service units; developing non-public service units; developing public service services in the cultural sector associated with the development of cultural industry in the capital", Vice Chairman of Hanoi People's Committee Chu Xuan Dung proposed that the Government soon issue a Decree regulating labor contracts in public service units to unify management and ensure the rights of employees, especially for autonomous and partially autonomous service units. The Government should consider adjusting the framework of the number of deputy heads for public service units that partially self-insure regular expenses and public service units whose regular expenses are guaranteed by the state budget; The framework for the number of deputy heads of departments of public service units that self-insure regular expenses according to Decree No. 120/2020/ND-CP regulating the establishment, reorganization, and dissolution of public service units, to suit the practical workload of Hanoi City.

Vice Chairman of Khanh Hoa Provincial People's Committee Nguyen Anh Tuan proposed that the Central Government consider and assign an appropriate number of employees based on the proposed number of employees according to the norm, to ensure work efficiency (especially in educational and health service units). In addition, perfecting the operating mechanism of public service units, clearly defining the autonomy and self-responsibility for organization, tasks, payroll, recruitment, implementation of regimes and policies to ensure the synchronization and feasibility of the new financial mechanism, associated with streamlining the number of people receiving salaries from the budget. In particular, it is necessary to clearly define the responsibility sanctions for the head commensurate with the autonomy granted. At the same time, there must be specific mechanisms and policies to encourage public service units to switch to the form of autonomy in regular expenditure such as: exemption of land rent; tax policies to encourage the promotion of socialization work...

Summarizing the conference, Head of the Central Economic Commission Tran Tuan Anh highly appreciated the positive, scientific, dedicated and responsible opinions of the delegates. The opinions and discussions all agreed with the basic contents of the draft Interim Report. The draft Interim Report and accompanying documents have synthesized relatively fully and comprehensively, closely following the goals, tasks and solutions as required by the Resolution.

The Head of the Central Economic Commission pointed out that opinions were unanimous on tasks and solutions to continue strengthening the Party's leadership in implementing the Resolution. In particular, focusing on innovating and strengthening the leadership of Party committees at all levels; urgently perfecting institutions to ensure timeliness, synchronization and feasibility, especially solutions on streamlining focal points, payrolls paid from the budget, and improving operational efficiency, expanding social participation, and developing the public service market.

Developing the public service market is an indispensable part of developing social infrastructure and promoting socio-economic development; it is necessary to classify public service units into groups to propose appropriate solutions to ensure basic and essential public services, serving state management and economic development; public service meets market demand, mobilizing all social resources to participate in providing public service.

The Head of the Central Economic Commission said that recommendations and solutions need to be appropriate and cautious, but must be determined to innovate according to the requirements of the Resolution, suitable to the conditions and characteristics of the field and locality. The organization and implementation must clearly assign responsibilities to each agency and organization, attaching individual responsibilities, especially associated with the implementation of Conclusion No. 21-KL/TW of the 13th Party Central Committee on promoting Party building and rectification and the political system, resolutely preventing, repelling, and strictly handling cadres and party members who have degraded in political ideology, ethics, lifestyle, and manifestations of "self-transformation" and "self-transformation".

Emphasizing that innovating the organization and management system, improving the quality and efficiency of public service units is one of the top priority tasks, a political task that is both urgent and long-term for the entire political system, Head of the Central Economic Commission Tran Tuan Anh requested that, based on the opinions at the conference, the Editorial Team research, absorb, and complete the draft Interim Report, Submission and Conclusion to submit to the Politburo in December 2022 as planned.
