On November 5, Russian President's press secretary Dmitry Peskov said that although the relationship between Russia and the US is at zero, the two countries need to resume dialogue over time.
In an interview with Russia-1 TV channel, Mr. Peskov stated: "The relationship is at zero, or I would say, even below zero. However, since both the US and (Russia) have special responsibility for global stability and strategic stability, we will have to resume this dialogue in one way or another over time."
When asked about the conditions for contacts between the Russian and US leaders, Mr. Peskov stressed that first of all, "it must include a common desire, a common willingness." According to him, Russian President Vladimir Putin has repeatedly stated his readiness for any contacts, so the US President "needs to change his position at some point, as well as to take a more constructive stance in bilateral relations."
In late September, US Secretary of State Antony Blinken said he did not rule out the possibility of restoring US-Russia relations and a summit between Presidents Vladimir Putin and Joe Biden. The two leaders met in June 2021 in Geneva (Switzerland) and then had phone calls.
