On the morning of September 11, the Steering Committee for Natural Disaster Prevention and Search and Rescue of Hai Duong province issued a third alert on the Thai Binh river system.
According to regulations, when there is a flood warning level III on the river, the authorities will prohibit all vehicles from traveling on the dike during the flood warning period, except for vehicles on duty; clear the dike roof and surface to promptly detect leaks and damage. The authorities will close the culverts under the dike.
According to the Law on Dykes, a fine of 10-20 million VND will be imposed on the act of using motor vehicles or specialized motorbikes on dykes when there is a prohibition sign in case of dyke incidents or floods, storms, except for dyke inspection vehicles, dyke protection vehicles, vehicles on national defense and security missions, ambulances, and fire trucks.
