Representatives of the People's Committee of Hai Duong province and the province's judicial agencies reflected and requested the Provincial National Assembly Delegation to recommend to the National Assembly and the Government, as well as central ministries and branches, to direct the removal of a number of difficulties and obstacles.
The People's Committee of Hai Duong province has reflected many advantages and difficulties in the implementation of the 2024 Land Law on bidding and auction to select investors for projects using land; authority to decide on land prices; implementation of procedures on land allocation, land lease, social housing development...
For each difficulty or problem, the People's Committee of Hai Duong province and judicial agencies have proposed and recommended amending relevant regulations or requested the Government to provide detailed instructions.
Comrade Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the National Assembly Delegation of Hai Duong province acknowledged and accepted the proposed opinions of the Hai Duong Provincial People's Committee; at the same time, requested clarification of each specific content that remains unresolved.
Comrade Le Van Hieu requested the Department of Finance, the Department of Natural Resources and Environment, and the Department of Planning and Investment to closely coordinate, review, and select outstanding issues in the implementation of land law regulations to promptly resolve and propose to the Central Government for consideration and amendment.
Speaking at the meeting, comrade Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee affirmed that the meeting with the Provincial National Assembly Delegation was an important opportunity for the Provincial People's Committee to reflect and convey difficulties and obstacles in the practical implementation of laws and make proposals and recommendations.
Comrade Le Ngoc Chau requested that for the contents related to the provisions of the law on land that have not been regulated but the province has the authority to issue regulations, the relevant agencies should urgently advise the Provincial People's Committee to issue documents.
For contents that have not been guided or regulated in detail by the Government or are still problematic, the Department of Natural Resources and Environment will research and select bottlenecks and bottlenecks to propose amendments and supplements for timely resolution.
