National Assembly Delegate Nguyen Thi Viet Nga: It is not possible to remove the regulation on withdrawing social insurance at one time.

On the morning of November 23, discussing in the hall about the draft Law on Social Insurance (amended), delegate Nguyen Thi Viet Nga, Deputy Head of the National Assembly Delegation of Hai Duong province, was worried that the situation of one-time withdrawal of social insurance has not shown any signs of decreasing.

"Withdrawing social insurance at one time is a very troubling reality today, causing negative impacts on ensuring long-term social security for people. Reality shows that although agencies and organizations have actively promoted, the withdrawal of social insurance at one time has not shown any signs of decreasing," said delegate Nga.

Assessing this as a major issue that has a profound impact on the people, the Russian delegate predicted that it would easily encounter many opposing opinions in public opinion, especially when cases requiring one-time withdrawal of social insurance often encounter economic difficulties. Without thorough regulations, it will be difficult to eliminate the situation of one-time withdrawal of social insurance. In the context of many difficulties in people's lives, completely eliminating the regulation on one-time withdrawal of social insurance from the time the new law takes effect (expected from July 1, 2025) is not appropriate.

Therefore, the Russian delegate suggested that the regulations should be tightened in two different aspects. Firstly, give workers the right to choose by increasing the attractiveness and incentives of social insurance regimes to retain workers in the social insurance system. Secondly, strictly regulate the conditions for benefits to minimize the one-time withdrawal of social insurance. From limiting, tightening with regulations and then moving towards the roadmap of completely eliminating the one-time withdrawal of social insurance. This content needs to continue to collect opinions from the subjects directly affected to come up with the most suitable solution.

Compulsory social insurance participation for non-professional workers

Delegate Nguyen Thi Viet Nga also agreed with expanding the subjects participating in compulsory social insurance.

According to the delegate, in Article 3 of the draft law, the subjects participating in compulsory social insurance have been expanded compared to the Law on Social Insurance 2014, adding subjects such as business owners (with business registration); non-professional workers in villages and residential groups; part-time workers; cases where there is no labor contract or agreement by another name but the content shows the paid work, salary and management, operation, supervision of one party...

Russian delegates assessed that this is very consistent with the thoughts, aspirations and recommendations of voters for many years.

"In most meetings, voters proposed compulsory social insurance participation for non-professional workers in villages and residential groups. Social insurance participation by business owners has also encountered many difficulties in the implementation of the 2014 Law on Social Insurance, affecting the rights of individual business owners," said delegate Nguyen Thi Viet Nga.
