The Prime Minister assigned the Ministry of Public Security to deploy the provision of 13 utilities on VNelD; research and deploy vessel identification on the basis of the National Database on Population, identification and electronic authentication.
On July 12, the Government Office issued Document No. 316/TB-VPCP announcing the conclusion of the Conference to review 1 year of implementing the Prime Minister's direction on removing "bottlenecks" of Project 06 and promoting connection and data sharing to serve e-commerce development and improve the efficiency of tax management.
The announcement stated that the Prime Minister acknowledged, highly appreciated and commended the efforts, attempts and achievements of ministries, branches and localities in removing "bottlenecks" of Project 06 and implementing Directive No. 18/CT-TTg to promote the development of e-commerce and improve the efficiency of tax management.
The Prime Minister requested Ministers, heads of sectors, and Chairmen of People's Committees at all levels to uphold their sense of responsibility, "do everything that is beneficial to the people. Avoid everything that is harmful to the people," "don't say no, don't say difficult, don't say yes but don't do it," promote the determination "if you say you must do it, if you do it, there must be results," "only discuss doing it, don't discuss backing down," in which, focus on implementing specific tasks to completely handle the problems and obstacles that have been pointed out.
Ministers, Heads of ministerial-level agencies, General Director of Vietnam Social Security, Chairmen of People's Committees of provinces and centrally-run cities direct the review, assessment and review of the implementation of essential public services to ensure completion on schedule as prescribed; focus resources on accelerating the digitization of records and results of administrative procedure settlement; strictly implement digital signature, sending and receiving documents and processing work records in the electronic environment at all levels of government, and complete on schedule as prescribed.
The Prime Minister requested the Ministries and agencies: National Defense, Industry and Trade, Finance, Planning and Investment, Education and Training, Transport, Foreign Affairs, Culture, Sports and Tourism, Natural Resources and Environment, Information and Communications, Justice, Health, State Bank of Vietnam to propose amendments to legal documents to thoroughly resolve the implementation of plans to simplify administrative procedures related to population management according to the roadmap agreed with the Prime Minister's Working Group on reviewing legal documents in Report No. 155/BC-TCT dated March 29, 2024.
Ministries and agencies: Public Security, Finance, Industry and Trade, Agriculture and Rural Development, Health, Labor, War Invalids and Social Affairs, Education and Training, Foreign Affairs, Vietnam Social Security and People's Committees of Bac Lieu and Phu Yen provinces urgently complete the connection of the Electronic Data Management Warehouse of organizations and individuals on the Administrative Procedure Resolution Information System at the ministerial and provincial levels with the Electronic Data Management Warehouse of organizations and individuals on the National Public Service Portal to serve the resolution of administrative procedures and provide public services according to the direction of the Prime Minister in Directive No. 27/CT-TTg dated October 27, 2023, set out a roadmap and report the results in July 2024.
Ministries and ministerial-level agencies shall integrate information into ID cards according to Clause 2, Article 22 of the 2023 Law on Identification and review, update, adjust and supplement data of the information system managed by ministries and branches with the National Population Database to serve the implementation of ID card issuance from July 1, 2024 according to the provisions of the Law on Identification.
Ministries and agencies: Public Security, Finance, Industry and Trade, Information and Communications, Planning and Investment, Transport, Justice, and the State Bank of Vietnam closely follow the objectives and tasks of Directive No. 18/CT-TTg to propose amendments to legal documents, ensure comprehensive management and identify a common state management agency for e-commerce activities and business models on digital technology platforms domestically and across borders, reduce administrative procedures, encourage cashless payments, develop electronic payment utilities and enhance responsibility in tax management.
Ministries and agencies: Public Security, Finance, Industry and Trade, Information and Communications, Planning and Investment, Transport, State Bank of Vietnam develop and agree on a detailed plan on connecting and sharing data; review, evaluate, and inspect the implementation of digitalization, enrich the database of each ministry and agency on e-commerce business activities and business models on digital technology platforms domestically and across borders. On that basis, assign the Ministry of Industry and Trade to build and operate a shared database on e-commerce.
The Prime Minister assigned the Ministry of Public Security to continue to deploy 13 utilities on VNelD. In particular, pilot the issuance of Judicial Records on VNelD in Hanoi and Thua Thien-Hue province to expand nationwide in July 2024.
The Ministry of Public Security coordinates with the Ministries of Justice, Labor, War Invalids and Social Affairs, Health and Vietnam Social Security and localities to upgrade and complete the connection and data sharing between the Interconnected Public Service Software, the National Population Database and the Provincial Administrative Procedure Information System, ensuring the smooth and effective reception and settlement of the two groups of interconnected administrative procedures according to the provisions of Decree No. 63/2024/ND-CP dated June 10, 2024.
The Ministry of Public Security shall preside over and coordinate with the Ministries of Transport, Agriculture and Rural Development, and Finance to study solutions for implementing vessel identification on the basis of the National Population Database, electronic identification and authentication according to the direction of the Government in Resolution No. 44/NQ-CP dated April 5, 2024.
The Ministry of Public Security, in coordination with the Ministry of Information and Communications and relevant agencies and units, continues to urge and guide localities to deploy the Massive Open Online Education (MOOC) platform with topics on digital transformation and information safety and security.
The Prime Minister directed to accelerate the progress of the construction of the National Data Center. Promote the progress of connecting and synchronizing the National Population Database with specialized databases and information systems of ministries, branches and localities.
The Ministry of Public Security shall preside over and coordinate with the Ministry of Industry and Trade, the Ministry of Information and Communications and relevant agencies to develop solutions and roadmaps for cleaning up accounts for e-commerce sites and social networking sites conducting business and advertising activities. Review and issue guiding documents on standards and techniques for using electronic identification and authentication services to meet the goals of managing e-commerce activities and improving the effectiveness of tax administration.
The Ministry of Public Security coordinates with ministries and branches to strictly handle violations in e-commerce activities in general and livestream sales in particular, especially acts of selling counterfeit goods, goods of unknown origin, poor quality goods, tax evasion, tax fraud, etc.
The Ministry of Information and Communications shall preside over and coordinate with the Ministry of Public Security to study, review and amend the e-Government Architecture Framework version 3.0 towards adding a data sharing and coordination platform of the National Data Center in accordance with the law, to be completed in September 2024.
The Ministry of Information and Communications shall preside over and coordinate with relevant ministries and agencies according to their functions and tasks to research and propose amendments and supplements to legal regulations to strengthen sanctions, suspend, prevent, and revoke operating licenses for e-commerce and livestream sales activities when there are violations of specialized laws; propose and implement management solutions, develop delivery and express delivery models in the management field, especially cross-border activities in accordance with legal provisions.
The Ministry of Finance studies and proposes to amend and supplement Decree No. 123/2020/ND-CP dated October 19, 2020 of the Government regulating invoices and documents; continues to review and complete legal documents to improve the effectiveness of tax management for e-commerce business activities.
At the same time, promote tax management, continue to provide electronic tax services to support electronic tax declaration and payment, deploy electronic invoice solutions for e-commerce activities, livestream sales on digital technology platforms. Strengthen inspection and examination work. Build a risk management model for organizations and individuals doing e-commerce business, livestream sales; promote the application of artificial intelligence (AI) to process big data, and issue warnings in cases of tax risks.
The Ministry of Justice researches and has solutions to share civil status data, especially birth, death, marriage registration, and civil status correction data, with ministries, branches, and localities to improve the effectiveness of performing tasks under assigned authority.
The Ministry of Justice coordinates with the Ministry of Public Security to connect and share data between the National Population Database and databases of the judicial sector such as the Electronic Civil Status Database, the Nationality Database, and the Judicial Records Database, to be completed in July 2024 as directed by the Prime Minister in Directive No. 04/CT-TTg dated February 11, 2024.
The Prime Minister assigned the Ministry of Industry and Trade to preside over and coordinate with relevant ministries and branches to research and propose solutions to manage and sustainably develop domestic and cross-border e-commerce platforms; research and supplement regulations requiring entities participating in e-commerce and livestream sales activities to be fully identified on platforms before providing goods and services; and deploy solutions to comprehensively manage e-commerce business activities and business models on digital technology platforms.
The Ministry of Transport shall coordinate with the Ministry of Public Security to promptly complete the reconciliation and cleaning of driver's license data; promptly update data on new issuance and renewal, ensuring that driver's license data is "correct, sufficient, clean, and alive" for people to use driver's licenses on VNelD when participating in traffic and serving the handling of administrative violations of traffic violations via VNelD; preside over and coordinate with relevant ministries and branches to research, propose and implement regulations to strengthen the management of transportation models and freight transport on digital technology platforms.
The Ministry of Natural Resources and Environment continues to complete the draft Decree detailing the implementation of the Land Law on land registration, management of assets attached to land, and the construction, management, operation, and exploitation of the National Land Information System. Urgently build a national land database, connecting with the national population database to serve data cleaning, ensuring "correct, sufficient, clean, and alive."
The Ministry of Health coordinates with the Ministry of Public Security, Vietnam Social Security and Hanoi City to guide medical facilities and people in using electronic health records on VNelD. Evaluate the results and develop a plan for nationwide expansion starting from July 2024 under the direction of the Prime Minister in Directive No. 04/CT-TTg dated February 11, 2024.
Provinces and centrally-run cities promote digital transformation, create unity in awareness and action to promote the combined strength of the entire political system in coordinating with tax authorities, supporting human resources and funding to deploy tax management solutions for e-commerce activities and livestream sales in the area; deploy electronic invoices generated from cash registers to manage the retail sector directly to consumers; strengthen the review and handling of violations against businesses that do not issue invoices according to regulations.
Provinces and centrally-run cities, including Hanoi, Ho Chi Minh City, Thua Thien-Hue, Kien Giang, Binh Duong, Khanh Hoa, Quang Ninh expand the pilot implementation of electronic health records; collect lump-sum taxes from individual business households and promote solutions to deploy electronic invoices generated from cash registers to prevent tax losses, and report to the Prime Minister the implementation results in July 2024.
