Early morning of March 1, although it was a holiday, Cam Hung Commune Police (Cam Giang) had all 7 members present, including 2 new officers added after there were no more district-level police.
The first task of Cam Hung Commune Police after operating the new apparatus was to coordinate the demolition of the dilapidated house of Ms. Nguyen Thi Duong, born in 1960, residing in Dong Dong village. Ms. Duong is a poor household, without husband or children.
In one day, the commune police officers, organizations and many people finished dismantling the old house, waiting for a good day to build a new house.
Cam Hung is one of the areas far from the center of Hai Duong province, bordering Bac Ninh and Hung Yen provinces, divided by National Highway 38. Because it is a border area, before the regular police came to the commune, the security and order situation here was quite complicated.
The presence of regular police has made an important contribution to ensuring security and order, promoting the movement of the whole people to protect national security, helping people feel secure in working and producing.
Major Do Quang Thang, Chief of Cam Hung Commune Police, said that the current 7 police officers basically meet the job requirements. There will certainly be problems arising due to the addition of functions and tasks, but the unit will overcome them.
"Commune police will have to be proactive in all situations and cannot just rely on district police for support like before. Therefore, from the commander to the officers, everyone clearly identifies the idea of having to try twice as hard to complete all tasks in the best way, in accordance with the direction of the Provincial Police Director that commune police must be stronger and closer to the grassroots," said Major Do Quang Thang.
Also in Cam Giang district, on March 1, Lai Cach town police were supplemented with 3 more police officers from the province and district, bringing the total number to 10 police officers. According to Major Bui Viet Trung, Chief of the town police, the number basically meets the requirements of the job. After operating the new apparatus, professional activities such as local reconnaissance, cryptography, ID card issuance... still take place normally, without interruption. After the district police no longer exist, everyone identifies each commune-level police as a miniature district police, having to shoulder all aspects of police work in the area.
Lai Cach is the center of Cam Giang district, a key area for security and order, with a large number of businesses and residents, so the workload is also larger. Therefore, the town police clearly define the viewpoint of not waiting or relying on others, but must be proactive in all aspects, creating favorable conditions for people to come to work, especially not allowing crimes to arise during this period.
"In 2024, the town police prosecuted 5 cases related to drugs, property theft and completed many other tasks well. This is an important basis for the unit to confidently shoulder its responsibilities in the coming time," added Major Bui Viet Trung.
The commune-level police chief is under the direct command of the Provincial Police Director.
At the ceremony to announce the decision on organization, personnel, and deployment of the new apparatus of Hai Duong Provincial Police on February 28, Colonel Bui Quang Binh, member of the Provincial Party Committee Standing Committee and Director of Hai Duong Provincial Police, requested commune-level police to urgently stabilize the organization, complete the announcement of decisions at the unit; and develop specific working regulations to put into effective operation immediately.
Colonel Bui Quang Binh said that currently, the commune-level police chief is under the direct command and direction of the Provincial Police Director. The relationship between the commune-level police and the team and department units under the Provincial Police is the relationship between the lower-level police agency and the professional and technical agencies of the higher-level police. The commune-level police chief is responsible for directing and commanding the commune-level police to implement the plans and work measures of the teams and departments under the provincial police.
"In case the commune-level police and the teams and departments have different opinions, they must promptly report to the Provincial Police Director for decision. Thus, the position and role of the Commune Police Chief is greatly enhanced," Colonel Bui Quang Binh emphasized.
According to the leader of Nhi Chau Ward Police (Hai Duong City), most of the commune-level police officers are well-trained, so they basically meet the job requirements well. Nhi Chau Ward Police has been supplemented with 3 more officers, including 1 deputy head of the ward police, currently having a total of 13 officers, basically meeting the job requirements. Immediately after operating the new apparatus, it is important that the police of communes, wards and towns need to get to work immediately, without interruption or gaps, to clearly demonstrate the effectiveness of the arrangement and streamlining of the apparatus. Through the results of the work, it must be affirmed that the activities of the commune-level police when there is no longer a district-level police are more effective, closer to the people, especially in areas with large areas, large populations, and complicated security and order.
After the reorganization, Hai Duong Provincial Police had 544 officers and soldiers added to the police of 207 communes, wards and towns (151 communes, 46 wards and 10 towns), raising the total number of commune-level police officers to 2,154 officers and soldiers, an average of 10.4 officers and soldiers/commune.
