Once the driver's license has been integrated into the VNeID account, is it still required to present the driver's license in traffic control cases?
According to the Ministry of Public Security, Clause 2, Article 58 of the 2008 Road Traffic Law stipulates: Drivers must carry a driver's license when operating a motor vehicle, which stipulates the types of documents that drivers must carry when operating a vehicle:
- Vehicle registration;
- Driving license for motor vehicle drivers as prescribed in Article 59 of the Law on Road Traffic;
- Certificate of technical safety and environmental protection inspection for motor vehicles as prescribed in Article 55 of the Law on Road Traffic;
- Certificate of civil liability insurance of motor vehicle owner.
Traffic police shall check documents according to the above regulations; at the same time, in each specific situation to serve the work of controlling and handling violations to ensure security, order and traffic safety, traffic police shall check documents related to safety in transportation activities and the driver's personal documents.
Point a, Clause 2, Article 12 of Circular No. 32/2023/TT-BCA dated August 1, 2023 of the Ministry of Public Security stipulating the tasks, powers, forms, contents and procedures for patrolling, controlling and handling administrative violations of road traffic by traffic police stipulates that the content of traffic police control includes controlling documents related to people and vehicles, including driving licenses.
When the databases are connected to the electronic identification and authentication system and information about the status of documents is determined, the control through checking and comparing the information of those documents in the electronic identification account will be as valuable as directly checking the documents.
