Chairing the August meeting of the Provincial People's Committee (9th time), Acting Chairman of the Provincial People's Committee Luu Van Ban requested that solutions to ensure traffic safety in the province must be specific, clear and detailed.

On the morning of August 28, Comrade Luu Van Ban, Member of the Provincial Party Standing Committee, Acting Chairman of the Provincial People's Committee chaired the August meeting of the Provincial People's Committee (9th time) to review and resolve the contents and submissions reported by a number of departments, branches and localities.

Concluding the implementation of the task of ensuring traffic order and safety, Acting Chairman of the Provincial People's Committee Luu Van Ban requested the Department of Transport to analyze and evaluate the infrastructure and vehicles in each traffic accident and collision. Proactively coordinate with localities to advise and report to the Provincial People's Committee on solutions to overcome and prevent traffic accidents with the same cause from happening again; prevent similar incidents from happening in the future. There must be specific, clear and detailed solutions for ensuring traffic order and safety in the province.

The Provincial People's Committee requested the Department of Transport to develop a comprehensive plan to implement Directive 23 of the Central Party Secretariat on "Strengthening the Party's leadership in ensuring traffic order and safety in the new situation" in the province.

Assign localities in the province to focus on reviewing, overcoming, and resolutely not allowing the situation of encroachment on roads and sidewalks, affecting traffic safety corridors, to recur. Review all means of transport, including passengers and goods, especially businesses and establishments participating in transport that cause accidents, both inside and outside the province. From there, determine the cause of traffic accidents, have management solutions, and minimize the risk of similar traffic accidents that may occur.

Regarding the issue of local congestion at certain time frames and in certain areas in the province, the Provincial People's Committee requested the Department of Transport to proactively analyze, assess the causes, and forecast the situation in order to have early and remote solutions.

According to the report of the Department of Transport at the meeting, through the inspection of the leadership, direction and organization of the implementation of the task of ensuring traffic order and safety in the first 6 months of 2024 in Kinh Mon, Binh Giang, Kim Thanh, Cam Giang, it showed that in the first half of 2024, Kinh Mon had 32 traffic accidents and collisions, an increase of 433% over the same period in 2023, causing 9 deaths and 31 injuries. Cam Giang district had 51 accidents, an increase of 292%, causing 14 deaths and 41 injuries. Binh Giang district had 25 accidents, an increase of 213%, causing 10 deaths and 24 injuries. Kim Thanh district had 55 accidents, an increase of 206%, causing 14 deaths and 41 injuries. These are the localities with the highest number of traffic accidents, deaths and injuries in the province.

Regarding the handling of "black spots" and potential traffic accident spots, Kinh Mon has directed the repair of 5/8 locations, while the remaining 3 locations are being documented for further implementation. Binh Giang has installed warning lights at 5 locations and lighting at 14 potential traffic accident spots on national highways, provincial roads and district roads, basically eliminating "black spots" in the area. In Kim Thanh, there are 6 potential traffic accident spots on national highways and provincial roads that have been recommended to the authorities for inspection and handling...

The August meeting of the Provincial People's Committee (9th time) also reviewed, discussed and gave opinions on the proposed investment policy for a number of public investment projects in the area; on stopping the implementation of the National Highway 5 frontage road construction investment project (right route) from km 42+150 to km 45+317, Lai Cach town (Cam Giang); the submission to promulgate regulations on percentage rates for calculating land rental prices, land rental prices for underground construction, land rental prices for land with water surface in the province; some difficulties and problems in appraising environmental impact assessment reports of a number of infrastructure projects for residential areas, residential areas, and small resettlement areas; on approving land recovery; allowing the change of purpose of using rice-growing land and protective forest land to implement projects and works arising in 2024 in the province; on resolving the petition of the Hai Duong Center for Science and Technology in Information Technology for Construction; Report on promulgating the Plan to implement Directive No. 23/CT-TTg dated July 26, 2024 of the Prime Minister on strengthening the work of ensuring traffic order and safety for road transport business activities in the new situation in the province; on the proposal to develop a Resolution of the Provincial People's Council stipulating the authority to decide on investment and procurement of information technology application activities under the management of the province according to simplified procedures; Report on promulgating the pilot plan for training preschool teachers in the province according to Decree No. 116/2020/ND-CP dated September 25, 2020 of the Government in 2024.
