Fighting against "laziness" in studying and researching Marxism-Leninism and Ho Chi Minh's thought

The "laziness" in studying and researching Marxism-Leninism and Ho Chi Minh's thought is the cause of subjectivity and degradation in political ideology, leading to "self-evolution" and "self-transformation" within the Party, threatening the survival of the Party.

Therefore, fighting against the "laziness" of studying and researching Marxism-Leninism and Ho Chi Minh's thought among cadres and party members is a constant and urgent requirement today.

The dangers of "laziness" in studying and contempt for theory

Realizing the particularly important role of Marxism-Leninism, Ho Chi Minh said: “If the Party wants to be strong, it must have an ideology as its core. Everyone in the Party must understand and follow that ideology. A Party without an ideology is like a person without intelligence or a ship without a compass. Nowadays, there are many doctrines and ideologies, but the most genuine, most certain, and most revolutionary is Leninism.” Affirming that if the Party wants to be strong, it must have an ideology as its core and choosing Marxism-Leninism as its core is to determine that Marxism-Leninism is the ideological foundation of the Party.

Implementing this ideology of His, from its founding until early 1991, the Communist Party of Vietnam always took Marxism-Leninism as its ideological foundation and guiding principle for action, thanks to which the Party has always been strong and led the Vietnamese revolution to many great victories.

At the 7th Congress (June 1991), the Party determined: "The Party takes Marxism-Leninism and Ho Chi Minh Thought as the ideological foundation and guideline for action." From here, together with Marxism-Leninism, Ho Chi Minh Thought is a part of the ideological foundation and guideline for action of the Party.

From the great and extremely important role of Marxism-Leninism and Ho Chi Minh Thought - the ideological foundation and guideline for the actions of the Communist Party of Vietnam, there has been and is a constant and urgent requirement for each cadre and Party member to constantly study and research Marxism-Leninism and Ho Chi Minh Thought, resolutely fight against the "laziness" of studying and researching theory, and actively contribute to protecting the Party's ideological foundation.

By correctly perceiving and seriously implementing this regular and urgent requirement, generations of cadres and Party members have contributed to ensuring that the Party is clean and strong enough to lead the Vietnamese revolution over the past 94 years. However, there is still a large number of cadres and Party members who are "lazy" in studying and researching Marxism-Leninism and Ho Chi Minh's thought.

Recognizing the reality of this “disease”, since October 1947, in the work “Reforming the way of working”, President Ho Chi Minh has pointed out the “subjective disease” of many cadres and party members, according to him: “The cause of the subjective disease is: Poor theory, or contempt for theory, or empty theory”. He said that “Because of poor theory, when encountering any problem, we do not know how to consider it clearly, weigh it correctly, or handle it skillfully. We do not know how to clearly recognize the objective conditions and circumstances, we do what we think. The result is often failure”.

Resolution 4 of the Central Committee (12th tenure) pointed out that one of the nine manifestations of political ideological degradation of a number of cadres and party members today is “Wrong perception of the meaning and importance of theory and studying political theory; laziness in studying Marxism-Leninism, Ho Chi Minh thought, the Party's guidelines, policies, resolutions, and the State's policies and laws”. Next, the 13th Party Congress emphasized the need to “overcome the situation of reluctance to study and laziness in studying political theory among cadres and party members”.

The current worrying thing is that some research and education-training institutions, especially those in political theory, have not really paid attention to and set high requirements for studying and researching Marxism-Leninism and Ho Chi Minh's thought. That has led to a significant number of scientists, students and postgraduates still being afraid, avoiding, and suffering from "laziness" in studying and researching to grasp the revolutionary, scientific, and humanistic nature of the thoughts and viewpoints of K. Marx, F. Engels, V. Lenin, and Ho Chi Minh and to protect, apply, and creatively develop those thoughts and viewpoints in practice. In addition, many scientific research topics, monographs, reference books, theses, dissertations and research dissertations in the fields of social sciences and humanities do not focus on systematically and deeply explaining the theoretical basis and specific theoretical contents related to the research topic - a manifestation of the "laziness" in studying and researching Marxist-Leninist theory and Ho Chi Minh's thought. Meanwhile, many councils for accepting topics, reviewing books and grading theses, dissertations and dissertations have taken this requirement lightly and have not resolutely demanded strict implementation, leading to laziness, ignoring limitations, contributing to making the "laziness" in studying and researching Marxism-Leninism and Ho Chi Minh's thought even more serious.

The “laziness” in studying and researching Marxism-Leninism and Ho Chi Minh Thought not only leads to the risk of political and ideological degradation in a number of cadres and party members, but also makes them lack a deep understanding of theory, thus not daring and not being able to fight against erroneous and hostile viewpoints that distort and deny the revolutionary and scientific nature of Marxism-Leninism and Ho Chi Minh Thought to contribute to protecting and maintaining the Party's ideological foundation in the new context.

Fundamental solutions to contribute to protecting the Party's ideological foundation today

The current situation and dangerous nature of the "laziness" in studying and researching Marxism-Leninism and Ho Chi Minh's thought among a number of cadres and party members mentioned above pose a constant and urgent requirement to resolutely fight this "disease", contributing to protecting and strengthening the Party's ideological foundation more firmly in the new situation.

Firstly, strengthen education and raise awareness of the importance and necessity of studying and researching Marxism-Leninism and Ho Chi Minh thought.

Continue to seriously and effectively implement the tasks and solutions identified by the Resolution of the 4th Central Committee (12th tenure): "Focus on leading and directing the raising of awareness throughout the Party about the meaning, role, importance and necessity of studying, researching, creatively applying and developing Marxism-Leninism and Ho Chi Minh Thought". Studying and researching Marxism-Leninism and Ho Chi Minh Thought helps cadres and Party members have scientific thinking, dialectical working methods; have methods of leading and organizing the masses to carry out political tasks, develop the economy, culture, society... in accordance with objective laws. Without studying and researching, there will be no understanding of Marxism-Leninism and Ho Chi Minh Thought, which can easily lead to disorientation and "political blindness", even distance from the revolution. Studying and researching Marxism-Leninism and Ho Chi Minh's thought not only helps cadres and party members improve their political capacity and effectively apply theoretical knowledge to solve practical problems, but is also a handbook to help each cadre and party member stay close to the people, understand the people and respect the people, worthy of being an exemplary leader and a truly loyal servant of the people.

Second, build sanctions and promptly take measures to deal with all manifestations of "laziness" in studying and researching Marxism-Leninism and Ho Chi Minh's thought.

In addition to strictly implementing the provisions in the Party Charter on the responsibility of Party members to actively study theory in general, it requires agencies, units and localities to pay attention to leading and directing the implementation of preventing and combating the "laziness" of studying and researching Marxism-Leninism and Ho Chi Minh's thought among cadres and Party members. Political theory research and education and training institutions need to have specific and complete provisions in their regulations and rules on scientific research and education and training to overcome the "laziness" of studying and researching Marxism-Leninism and Ho Chi Minh's thought. At the same time, there must be strong enough sanctions and timely handling with resolute measures to combat the "laziness" of studying and researching Marxism-Leninism and Ho Chi Minh's thought, which is manifested in the results of research products such as scientific topics at all levels, monographs, reference books, theses, dissertations, etc.

Third, strengthen inspection and examination work, promote criticism and self-criticism to fight against "laziness" in studying and researching Marxist-Leninist theory and Ho Chi Minh thought.

Inspection and examination are indispensable steps to ensure the resolutions, directives and plans of Party committees and authorities at all levels on training and improving the theoretical level of cadres and Party members, contributing to overcoming the "laziness" in studying and researching Marxism-Leninism and Ho Chi Minh's thought. Research and political theory education and training institutions must pay more attention to strengthening inspection and examination, thereby replicating advanced examples, good models and good practices in studying and researching Marxism-Leninism and Ho Chi Minh's thought, protecting the Party's ideological foundation; at the same time, detecting manifestations of this "disease" to take timely preventive and treatment measures.

It is necessary to step up criticism and self-criticism to combat all manifestations of “laziness” in studying and researching Marxist-Leninist theory and Ho Chi Minh’s thought. Self-criticism and criticism are aimed at making cadres and party members recognize their shortcomings, help each other correct and overcome “laziness” in studying and researching theory, and prevent and combat political ideological degradation. In the current situation, to effectively combat this “disease”, it requires all cadres and party members to “practically review themselves and review their comrades every day. Whenever they see shortcomings, they must resolutely correct themselves and help their comrades correct them” as Ho Chi Minh taught.

Fourth, promote the role of self-consciousness in studying and researching Marxism-Leninism and Ho Chi Minh thought of cadres and party members.

During his lifetime, President Ho Chi Minh advised: “Learning is a lifelong task... No one can claim to know enough, to know everything. The world is changing day by day, our people are progressing more and more, so we must continue to learn and practice to keep up with the people”. Therefore, every cadre and party member must be imbued with his teachings, regularly study, improve their theoretical level and revolutionary moral qualities, and combine theoretical learning with daily work practice. In studying and researching, it is necessary to “learn the spirit of handling all matters, towards everyone and towards oneself; to learn the universal truths of Marxism-Leninism to apply creatively to the practical circumstances of our country. Study to do”, avoid dogmatism, mechanically and scholastically absorbing theories, avoid empty theories, and not know how to creatively apply them to specific circumstances.

The “laziness” in studying and researching Marxism-Leninism and Ho Chi Minh’s thought is currently one of the threats to the “morality and civilization” and the survival of the Party; it gives rise to “subjectivism” and leads to political and ideological degradation, weakening the Party’s ideological foundation. This is one of the shortcomings and mistakes in the Party’s vanguard. Therefore, every cadre and Party member at this time needs to be imbued with the teachings of VI Lenin: “No one can destroy us, except our own mistakes... If we make mistakes that cause division, everything will collapse”. From there, we must resolutely fight against this “disease” through actively studying and researching Marxism-Leninism and Ho Chi Minh’s thought, contributing to protecting the Party’s ideological foundation in the new situation.
