One of the outstanding policies that will take effect soon is that from July 1, the basic salary for 9 groups of subjects will be 1.8 million VND/month, instead of the level of 1.49 million VND/month applied from July 1, 2019 to present.
From July 1, 2023, the basic salary is 1.8 million VND/month
In July, many new policies that directly affect workers and citizens officially took effect, such as policies on increasing basic wages, streamlining payroll, protecting personal data, etc.
From July 1, 2023, the basic salary is 1.8 million VND/month
The Government has issued Decree No. 24/2023/ND-CP dated May 14, 2023, stipulating the basic salary for cadres, civil servants, public employees and armed forces. From July 1, 2023, the basic salary of 1.8 million VND/month will be applied to 9 groups of subjects.
People receiving salaries and allowances prescribed in this Decree include: cadres and civil servants from the central to district levels; commune-level cadres and civil servants prescribed in Clauses 1, 2, 3, Article 4 of the 2008 Law on Cadres and Civil Servants (amended and supplemented by the Law amending and supplementing a number of articles of the Law on Cadres and Civil Servants and the Law on Public Employees in 2019); civil servants in public service units as prescribed in the 2010 Law on Public Employees (amended and supplemented by the Law amending and supplementing a number of articles of the Law on Cadres and Civil Servants and the Law on Public Employees in 2019).
People who work under the labor contract regime prescribed in Decree No. 111/2022/ND-CP of the Government on contracts for certain types of work in administrative agencies and public service units are eligible or have an agreement in the labor contract to apply salary classification according to Decree No. 204/2004/ND-CP on salary regime for cadres, civil servants, public employees and armed forces.
In addition, employees working within the payroll quota at associations are supported by the state budget for operating expenses according to the provisions of Decree No. 45/2010/ND-CP regulating the organization, operation and management of associations (amended and supplemented in Decree No. 33/2012/ND-CP).
Officers, professional soldiers, non-commissioned officers, soldiers, workers, defense officials and contract workers of the Vietnam People's Army; salaried officers, non-commissioned officers, non-commissioned officers, conscripts, police workers and contract workers of the People's Public Security. People working in key organizations. People working part-time at the commune, village and residential group levels.
Thus, after 2 years (2020, 2021) of delay due to the country being severely affected by the COVID-19 pandemic, cadres, civil servants, public employees and armed forces will have their basic salary increased. During the period from July 1, 2019 to the present, cadres, civil servants and public employees still apply the basic salary of 1.49 million VND/month.
At the 4th Session of the 15th National Assembly, the Government submitted to the National Assembly for consideration and decision on increasing the basic salary, which will be applied from July 1, 2023. However, many delegates later proposed that the salary increase should be applied from January 1, 2023 instead of 6 months later, and the increase should be VND 1.8 million/month instead of VND 1.6 million/month as originally proposed.
On November 11, 2022, after many discussions, the National Assembly officially voted to pass the Resolution on the State budget estimate. Regarding salary policy, the Resolution of the National Assembly clearly stated: "From July 1, 2023, the basic salary for cadres, civil servants and public employees will be increased to 1.8 million VND/month; increase 12.5% of pensions and social insurance benefits for subjects guaranteed by the state budget and provide additional support for people who retired before 1995 with low benefits; increase the standard level of allowances for meritorious people to ensure that it is not lower than the standard level for poor households in urban areas and increase 20.8% of social security policies currently attached to the basic salary."
Explaining the reason for the salary increase being set at July 1, 2023 instead of the beginning of 2023 (January 1, 2023), Chairman of the National Assembly's Law Committee Hoang Thanh Tung said that January 1, 2023 is the beginning of the year, close to the New Year and Lunar New Year. This is a sensitive time because the demand for purchasing and using goods and services of people and businesses increases sharply, creating pressure on price management and the psychology of increasing salaries along with increasing prices will affect people's lives.
Therefore, after considering many reasons, the National Assembly decided to increase the basic salary from July 1, 2023 with the new salary being 1.8 million VND/month (an increase of 310,000 VND/month compared to present).
Recently, on May 14, 2023, the Government officially issued Decree No. 24/2023/ND-CP on the basic salary of 1.8 million VND/month for cadres, civil servants, public employees and employees in State agencies from July 1, 2023.
New policy on streamlining staff
Effective from July 20, 2023, the regimes and policies stipulated in Decree No. 29/2023/ND-CP (regulations on streamlining payroll) will be applied until December 31, 2030.
This Decree replaces Decree No. 108/2014/ND-CP dated November 20, 2014, Decree No. 113/2018/ND-CP dated August 31, 2018, Decree No. 143/2020/ND-CP dated December 10, 2020. The Decree has many new points on the policy of streamlining payroll.
Regarding the early retirement policy, the determination of the age of early retirement policy for cadres, civil servants and public employees is determined according to the actual retirement age of each person (stipulated in Appendix I, Appendix II of Decree No. 135/2020/ND-CP) to ensure compliance with the provisions of Conclusion No. 08-KL/TW dated June 15, 2021 of the Politburo on the age of appointment and introduction of candidates.
Adjust the conditions for enjoying early retirement policy for female commune-level cadres and civil servants with 15 years and less than 20 years of social insurance payment, ensuring compliance with the provisions of Point a, Clause 1, Article 219 of the 2019 Labor Code.
The Decree also adds two policies to encourage cadres, civil servants, public employees at district and commune levels and part-time workers at commune, village and residential group levels who are redundant due to administrative unit reorganization to immediately quit their jobs according to the requirements of Resolution No. 595/NQ-UBTVQH15.
Protection of personal data
On April 17, 2023, the Government issued Decree 13/ND-CP on personal data protection, effective from July 1, 2023.
Personal data is information in the form of symbols, letters, numbers, images, sounds or similar forms in the electronic environment that are associated with a specific person or help identify a specific person. Personal data includes basic personal data and sensitive personal data. Sensitive personal data is personal data that is associated with the privacy of an individual and, if violated, will directly affect the rights and legitimate interests of the individual.

The agency responsible for protecting personal data is the Department of Cyber Security and High-Tech Crime Prevention and Control - Ministry of Public Security, responsible for assisting the Ministry of Public Security in performing state management of personal data protection.
Environmental protection fee for mineral exploitation
Decree No. 27/2023/ND-CP of the Government regulating environmental protection fees for mineral exploitation takes effect from July 15, 2023 and replaces Decree No. 164/2016/ND-CP dated December 24, 2016 of the Government on environmental protection fees for mineral exploitation.
From July 15, 2023, in case the Provincial People's Council has not issued a new fee rate, the fee rate will continue to be applied according to the current regulations of the Provincial People's Council; in case the Provincial People's Committee has not issued the ratio of each type of raw mineral in the total volume of raw minerals containing many minerals and useful minerals, the ratio will continue to be applied according to the current regulations of the Provincial People's Committee.
No later than the date the Provincial People's Council issues a Resolution on the collection rate and unit for calculating environmental protection fees for mineral exploitation, the Provincial People's Committee must issue the ratio of each type of raw mineral in the total volume of raw minerals containing many minerals and useful minerals for local application.
During the implementation process, if the relevant documents cited in this Decree are amended, supplemented or replaced, the newly amended, supplemented or replaced documents shall be implemented.
