Chi Lang Bac Commune promotes the responsibility of leaders in directing and operating administrative reform. Every year, from December of the previous year, the Commune Party Committee issues a resolution directing the administrative reform work of the following year. The Commune People's Committee has an implementation plan and assigns specific tasks and targets to each unit and individual in charge of each field, linking individual responsibilities with assigned tasks. In areas with many administrative procedures related to people such as land, labor, war invalids and social affairs, household registration - justice, etc., the Commune People's Committee directs relevant departments to develop procedures and records for full, correct, public and transparent settlement. The Commune People's Committee also directs cadres and civil servants of the "one-stop" Department to raise their sense of responsibility and spirit of serving the people in the process of receiving and resolving administrative procedure records.

The Chairman of the Commune People's Committee is the person who directly directs and manages administrative reform work. Every week and every month, the Commune People's Committee organizes surprise and periodic inspections of administrative reform work in specialized departments; evaluates and reviews to clarify the results of the implementation of assigned tasks for each cadre and civil servant.

Comrade Doan Minh Duc, Chairman of the People's Committee of Chi Lang Bac commune, said that any case of delay in handling work without a valid reason must be explained specifically to the leaders of the People's Committee of the commune. If criticized or reminded three times, they will be suggested for year-end review and proposed for job transfer. Along with that, the commune also gives unexpected rewards to cadres and civil servants with initiatives, good and effective ways of doing things in administrative reform. In 2022, the commune has no cadres and civil servants being reviewed or criticized related to administrative reform work. Since the beginning of 2023, nearly 10 cadres and civil servants have been commended and rewarded.

The whole political system is involved.

In 2022, Chi Lang Bac continued to lead the communes and towns of Thanh Mien district in the Administrative Reform Index. An important reason for this result is that the locality has paid attention to investing in facilities, machinery and equipment for administrative reform, especially in receiving and processing administrative procedure records at levels 3 and 4 and digitizing records. In 2023, the commune upgraded the entire public internet transmission system; invested in an additional scanner and a separate internet transmission line at the "one-stop" Department. 100% of the officers and civil servants at the "one-stop" Department have university degrees, expertise appropriate to their job positions, and are proficient in using the interconnected "one-stop" software.

From 2022, the Commune People's Committee will coordinate with the Standing Committee of the Commune Fatherland Front Committee and mass organizations to sign a coordination program to improve the quality of administrative reform work in the area. This is also the only locality in Thanh Mien district to sign this coordination program. According to the coordination regulations, every week, each head of the mass organizations will participate in supporting officials and civil servants at the "one-stop" Department in guiding and receiving administrative procedure records for people. These people are also the core to propagate and mobilize people to resolve administrative procedure records online...

The results of administrative reform in Chi Lang Bac have created convenience for the people. Having just completed the citizen identification certification procedure at the “one-stop shop” department, Ms. Nguyen Thi Mai, a local resident, said she was satisfied with the spirit and service attitude of the officials and civil servants there. When she came to do the procedure, there were quite a few people waiting for her turn and she was guided by the officials and civil servants to wait. When it was her turn, her application was received and processed quickly.

From January to mid-May 2023, Chi Lang Bac commune received nearly 1,200 administrative procedure files, of which more than 1,100 administrative procedure files were received online. The total number of files resolved before the deadline reached 99.9% and 0.1% of files were resolved on time. Through monitoring and evaluation by the Thanh Mien District Department of Home Affairs, since the beginning of the year, Chi Lang Bac continues to be a locality that has performed well in administrative reform.
