Hai Duong Provincial People's Committee agreed with the proposal of the Department of Planning and Investment on partially terminating the Hai Duong Inland Port Project.
On the morning of April 16, Comrade Trieu The Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Hai Duong province chaired the 4th meeting of the Provincial People's Committee in April to review and resolve a number of contents and reports reported by the Departments of Planning and Investment, Construction, Industry and Trade, Natural Resources and Environment, Agriculture and Rural Development, Culture, Sports and Tourism, and the Office of the Provincial People's Committee.
At the meeting, the Provincial People's Committee agreed with the proposal to partially terminate the Hai Duong Inland Port Project submitted by the Department of Planning and Investment. Chairman of the Provincial People's Committee Trieu The Hung emphasized that Hai Duong is actively and resolutely handling investment projects that are behind schedule and causing waste of land. The province is committed to accompanying and supporting investors in implementing and carrying out investment projects, but requires enterprises to proactively coordinate and operate in compliance with the law.
Chairman of the Provincial People's Committee Trieu The Hung assigned the Department of Planning and Investment to inspect and review the process and procedures to implement the partial termination of the project. The termination of operations on the area that the investor did not implement is to serve the economic development task of the province.
According to the Department of Planning and Investment, on November 23, 2023, the department issued a decision to partially suspend the operation of the Hai Duong Inland Port Project of Hai Duong Logistics Joint Stock Company on an area of more than 6.4 hectares for 10 days. On December 1, 2023, the project investor submitted a proposal to the Provincial Party Committee and the Provincial People's Committee regarding this decision. On March 6, 2024, the Departments of Planning and Investment and Natural Resources and Environment met to clarify the causes and responsibilities of relevant agencies and units in recovering and handing over the land area to the investor to implement the project. On April 25, the People's Committee of Hai Duong City worked with the investor, affirming that the city was not at fault for the delay in site clearance when it had proactively guided and requested the enterprise to provide legal documents. However, the company did not cooperate and did not carry out the work as instructed.
Up to now, the deadline for partially suspending the project has expired, the investor has not yet overcome the limitations, the Department of Planning and Investment has proposed the Provincial People's Committee to partially terminate the project.
