The Hai Duong Inland Port construction investment project has many limitations and problems regarding investment, land, and construction that need to be resolved and overcome soon.
Slow site clearance
The Hai Duong Inland Port Project of Hai Duong Logistics Joint Stock Company was approved for investment in 2005 by the Provincial People's Committee, adjusted for the first time in 2016, and adjusted for the second time in 2019. The project's objective is to invest in technical infrastructure and synchronous equipment to serve the needs of customs clearance, transportation, storage, assembly, sending and receiving and returning import and export goods, contributing to the load for Hai Phong port through the implementation of import and export procedures, customs, quarantine... The project has a total investment of nearly 352 billion VND, located in the Viet Hoa industrial cluster (Hai Duong city). The project implementation area after the first adjustment is from nearly 526,000 m2down to nearly 153,000 m2; 2nd adjustment increased to more than 171,000 m2. Of which, the approved investment area is nearly 152,000 m2, the rest is leased land for expansion. The project's operating period is 50 years from August 29, 2005.
By 2023, the investor has leveled the ground, built surrounding walls, invested in 6 warehouses, 1 operating house and a number of auxiliary works on an area of nearly 89,000 m2.2leased by the province according to the approved detailed construction plan of the project. There is more than 64,000 m2The land adjacent to the Hanoi-Hai Phong railway corridor, although the provincial People's Committee has approved the adjustment of progress many times, the investor has not yet completed the compensation and site clearance procedures. This land is located in the land area approved by the provincial People's Committee to adjust the project in June 2016. In December 2016, the Hai Duong City People's Committee approved the detailed planning for the construction of Hai Duong Inland Port with the land use scale including this area. However, the investor has not contacted or coordinated with the city to carry out site clearance. Currently, this land is still agricultural land.
In addition, the expanded land area is nearly 19,000 m2The province has handed over and leased the land, but the enterprise has not yet put it into operation and used it effectively according to the project's objectives. Regarding construction, after the Provincial People's Committee approved the adjustment to expand the leased land area in 2019, the investor has not yet adjusted the detailed construction planning of the project to submit to the competent authority for approval.
Find a solution
The limitations of the Hai Duong Inland Port Project cause land waste, reduce investment efficiency and the landscape of the northern gateway of Hai Duong City. Implementing the policy of the Provincial Party Committee Standing Committee and the direction of the Provincial People's Committee, the Department of Planning and Investment has sent 3 documents to Hai Duong Logistics Joint Stock Company requesting the investor to urgently prepare a proposal to adjust the project. Accordingly, the area of more than 64,000 m2 is reduced.2The site has not been cleared yet. However, by the end of the prescribed period, the department has not received the enterprise's request for adjustment.
On October 3, the Department of Planning and Investment issued a decision to inspect the compliance with legal policies of Hai Duong Logistics Joint Stock Company. On October 13, the Department Inspectorate decided to impose an administrative fine of 70 million VND on the investor for not carrying out the project adjustment procedures. The remedy is to carry out the project adjustment and send the dossier to the Department before October 26.
On October 24, the Department of Planning and Investment received a proposal to adjust the project from Hai Duong Logistics Joint Stock Company. However, the investor continued to propose a 24-month extension to carry out construction investment on the entire area instead of reducing more than 64,000 m2land according to the province's policy. The Department has no basis for consideration; at the same time, it advised the Provincial People's Committee to agree in principle to stop part of the project's activities on an area of more than 64,000 m2within 10 days from the date of decision to carry out adjustment procedures in accordance with the province's policy. By the end of the deadline, if the investor does not prepare a proposal for adjustment, part of the project's activities on an area of more than 64,000 m2 will be terminated.2Current status is agricultural land, not cleared yet.
According to Mr. Tran Viet Ky, Director of Hai Duong Logistics Joint Stock Company, the inland port project has been implemented for nearly 20 years. The enterprise has always strived to overcome difficulties to operate stably. However, the investment progress of the project is still limited due to objective and subjective reasons of the investor and also shortcomings in administrative procedures, state management of land, changes in regulations on fire prevention and fighting... "According to the economic development orientation, the project's objectives are prioritized and investment is encouraged. Therefore, the enterprise hopes to continue to receive support from the province to implement according to the approved investment scale. We commit that after the extension, we will complete the construction of the container yard and warehouse in the area of nearly 19,000 m2for lease for 12 months. After completing the land clearance of more than 64,000 m2"We will build the container yard in 12 months and the warehouse in 24 months," Mr. Ky committed.
At the regular meeting of November (3rd time) held on the morning of November 10, Standing Vice Chairman of the Provincial People's Committee Luu Van Ban directed the Department of Planning and Investment to base on current laws and the project implementation status to advise on a handling plan that both ensures compliance with regulations and creates conditions for investors to continue implementing the project effectively.
It is thought that the Hai Duong Inland Port Project has been extended many times by the Provincial People's Committee, but the investor has not fully exploited the allocated land fund, causing land waste, especially the project is located at the gateway to Hai Duong City. The province should have drastic solutions to overcome the above-mentioned land waste.
