On March 7, the Hai Phong City Party Committee's Inspection Committee issued a statement saying that it had met to consider and propose that the Standing Committee of the City Party Committee and the Hai Phong City Party Committee take disciplinary action against Major General Do Huu Ca, former Director of Hai Phong Police, by expelling him from the Party.

Afterwards, the Standing Committee of the City Party Committee and the Executive Committee of the Hai Phong City Party Committee met, reviewed and proposed that the competent authority discipline Mr. Do Huu Ca by expelling him from the Party.

Ms. Nguyen Thi Bich Nga, former member of the Central Inspection Commission, said that in 2021, General Secretary Nguyen Phu Trong signed and issued Regulation 22 of the Central Executive Committee on the Party's inspection, supervision and discipline work.

The regulation clearly states that if a party member is prosecuted, indicted or detained or if an inspection or auditing agency provides information about a violation of the law, the competent Party organization shall proactively and promptly inspect, conclude, consider and discipline the party member who has committed a violation to the extent that it must be handled, without waiting for the conclusion or verdict of the court or the conclusion of the inspection or auditing agency.

There is no need to decide to allow party members and committee members to return to activities before considering and handling disciplinary action.

In the case of Major General Do Huu Ca, after being prosecuted and temporarily detained by the Quang Ninh Provincial Police Security Investigation Agency for fraud and property appropriation, he was suspended from Party activities at the Kieu Son residential group Party cell, Dang Lam ward Party Committee, Hai An district.

Next, the City Party Committee's Inspection Committee, the City Party Committee's Standing Committee and the Hai Phong City Party Committee's Executive Committee proactively inspected, concluded and proposed that the competent authority discipline Mr. Do Huu Ca by expelling him from the Party.

Regarding the authority to review and discipline the case of Major General Do Huu Ca, according to Ms. Nga, Mr. Ca is a retired cadre and party member and the violations were discovered after his retirement.

According to regulations, for current or former Party members who have committed violations or shortcomings that require Party disciplinary action at a level higher than a warning (including dismissal from office and expulsion from the Party), local authorities will make a recommendation to the Central Inspection Committee.

After review, the Central Inspection Commission will propose to the Secretariat for consideration and decision on disciplinary action.

According to Ms. Nga, the Secretariat has the authority to approve the list of the Standing Committee of the Provincial Party Committee, the City Party Committee, and the Executive Committee of the Provincial and City Party Committees after they are elected or appoint personnel to participate in these Party organizations.

Mr. Do Huu Ca is the formerINCUBATEyIn case of violations or shortcomings that require reprimand or warning, the Standing Committee and the Executive Committee of the City Party Committee can consider and decide on implementation.

In case of violations and shortcomings that require the highest level of Party discipline (expulsion) as proposed by the Hai Phong City authorities, the authority belongs to the Secretariat for consideration and decision.

According to Quang Ninh police, Mr. Ca was arrested in connection with the criminal case of "tax evasion" and "illegal trading of invoices and documents for payment to the state budget". During the investigation, the police discovered a group of people who had established "ghost" companies to illegally trade invoices and evade taxes.

Mr. Ca was accused of receiving 35 billion VND to help this group of people. When the incident was discovered, Mr. Ca stated that he "did not give the money to anyone" but kept it for himself, and has now handed it all over to the investigation agency.
