Carefully determine the price range of houses for industrial park workers to rent

Currently, very few localities nationwide have issued a price frame for renting social housing and workers' accommodation in industrial parks. In Hai Duong, the Department of Construction has drafted regulations to submit to the Provincial People's Committee for consideration and is continuing to complete them for early promulgation.

The draft stipulates the rental price range for each type of apartment building, depending on the number of floors, with the lowest minimum rental price being 17,200 VND/m2 of floor/month, and the highest rental price being 119,000 VND/m2 of floor/month.

Individuals and organizations investing in the construction of social housing and workers' accommodation in industrial parks for rent shall determine their own rental prices, but they must not be higher than the price frame prescribed above.

The rental price of social housing and workers' housing is one of the competitive factors between Hai Duong and neighboring labor markets. Therefore, the maximum and minimum price range needs to be expanded and lowered according to the law to attract investors and benefit workers.

Compared to the rental price frame for workers' accommodation in industrial parks in Bac Ninh province, the rental price frame for social housing and accommodation in industrial parks in Hai Duong, if approved, will have a more competitive advantage. Both the minimum and maximum rental prices in Hai Duong are lower than those in Bac Ninh (the lowest minimum price is 18,000 VND/m2 of floor space/month; the highest maximum is 250,000 VND/m2 of floor space/month).

Compared to the current rental price of a room in Hai Duong City, workers will benefit greatly from this price range. Specifically, a room with a corrugated iron roof, about 10 m wide², located at the end of a rather cramped row of boarding houses on Vu Huu Street, is currently rented for 700,000 VND/month. Another boarding house also has an area of ​​10m2, has a mezzanine, and is quite well-equipped, with a rental price of no less than 2 million VND/month.

Meanwhile, according to Hai Duong's draft price framework, the lowest rental price for an apartment is 172,000 VND/10m2 of floor space/month, the highest is 1,190,000 VND/10m2/month. In terms of price, workers clearly benefit. As for housing conditions, it is believed that apartments will certainly be of better quality than rental rooms in residential areas. Not to mention the conditions for ensuring fire safety, security, and order with apartments will be assessed by the authorities as safer.

In the period 2026-2030, Hai Duong plans to establish 15 industrial parks with a scale of 2,922 hectares.

The Housing Law 2023 stipulates that newly established industrial parks must arrange accommodation for workers and be built by enterprises operating industrial park infrastructure or enterprises, cooperatives, and cooperative unions producing in the industrial park. This will be a new source of social housing, contributing to achieving the goal of social housing development in the 2026-2030 period.

Thus, it can be seen that in the future, Hai Duong will be an industrial center, attracting a large number of workers to work and live. Therefore, in addition to ensuring the livelihood of workers, there must be accommodation areas for workers so that they can work and live with peace of mind. Determining the rental price range for workers in industrial parks must be done very carefully, carefully calculating to ensure the rights of workers and investors, avoiding the situation where it must be changed right after being issued because it is not suitable.
